[Systems/Coding] Mission NPCs don't spawn in Mu

Bug: Mission NPCs don't spawn when accepting a standard combat mission from Fort Carthage.




Sometimes the mission is spawned very far away.



Reproduction Steps:

• Go to Fort Carthage in Omicron Mu.
  
• Accept a mission.
  
• Fly to the waypoint.
  
• There are no NPCs.
  

Mission is unable to be aborted normally or via /missionbug. First command displays "Mission forcefully aborted", second "Not on a mission."

Sounds like a bog standard Mission System Failure. Happens since time immemorial, no known way to reproduce. Affects everyone until next server restart.

Afraid it's one of those "Won't Fix"
