[Server Config] Synth Foods ID cannot engage LWB outside of ZOI

Bug: Synth Foods ID has a line to engage Farmers Alliance outside of ZOI, but not LWB.

Reproduction Steps:

• Go to a base that sells Synth Foods ID (Riverside Station)
  
• Read ID lines
  
• Doesn't have "Can attack LWB" despite having "Can attack Farmers Alliance." LWB ID has "Can attack Synth Foods"
  

Additional Information: Not sure if by design, or someone forgot to change it when LWB split from Farmers Alliance.

Current Synth Foods ID:

This Liberty Corporate ID is used by employees of Synth Foods, who:
- Can attack Farmers Alliance.
- Can engage in piracy against competitors outside of House Space.
- Cannot use Cruisers, Battlecruisers, or Battleships.

Within Zone of Influence (Liberty and bordering systems, Rheinland, Sigmas, Shikoku):
- Can attack ships considered hostile by Liberty.
- Can attack Samura and Hogosha ships outside of House Space.
- Can engage in piracy against Corporate ships outside of House Space.

This Rheinland Unlawful ID is used by members of the LWB, who:
- Can attack Synth Foods.
- Can attack ships carrying Agricultural Machinery, Biodome Materials, Fertilizers or Synth Paste.
- Cannot use Battleships, or ships with more than 4,300 cargo space.

Within Zone of Influence (Rheinland and bordering systems, Sigmas, Omegas):
- Can attack combat ships.
- Can engage in piracy.
