[Server Config] Coalition ID and SCRA ID rephack with Red Hessians and Mollys

Bug: Coalition ID and SCRA ID rephacks restarts

Reproduction Steps:

• Restart as fcCoalition or official restart for SCRA.
  
• In both cases open reputation and scroll down until find Red Hessians and Mollys.
  
• Look closer to Red Hessians and Mollys reputation and notice they are neutral instead of friendly.
  

Additional Information: also same problem have for Red Hessians and Mollys restarts.
