Well, I don't think any of the old factions are disobeying the rules.
You're being silly, and that's all. I don't know what your motives are to be asking for this. But, as I said, I'd be willing to pay it.
But, the main point is, those factions don't need to pay 500 millions to prove YOU they are officials.
Aside from all of that, the Factions that came up before the 500 mil HAVE in fact paid it. Factions now apply and pay their 500 mil which is then applied to the Billion credit cost for a system. Now I cant think of a single faction that existed before the new rules that doesn't have a system, aside from IND who are getting one. These factions are paying 1 Billion credits for the system, not the 500 million those who came after the new rules paid.

Ok, one more time. It's not a rule, it's an application process... Am I sounding like a broken record to anyone else? Or is it just me that thinks so...
When you apply for a driver's license you follow the application process. If that changes two weeks later you don't loose your license and have to go get another one with the updated fees associated with it.
Same sort of thing.
I do agree that a review type of thing isn't a bad idea, but that's another matter all together.

Still, it does make sense that if it were merely part of the application process then it's all fine.
While it's still unfair against newer factions, the system purchase goes some way to helping that, though not completely.

Does this mean that new factions do not need to pay for their official proposal? Considering that they may not even want a system in the end.
when i join this community,its was a powertrading fest,500 million,i make that in 2 days,i run whit all the credit i make on 4.84,and still have a lots credit to spend.
That is a good question though, what happens if a faction becomes official and then declines the right to their own system.
Do they get the 500 million back?
Also the option to buy a Barge instead of a system. That'll be made official very shortly. It's very unlikely to be turned down by the Admin team especuially as 5 have concurred already.
