I dug around a bit with the trusty search function, and while I found several threads on this, none of them actually had accurate information.
After the nightly server reset at 11:00 PST, I usually go check a nearby wreck or two. However, even when these wrecks are at full health just minutes after the reset, I frequently will not get a successful looting.
As you can imagine, this drains my faith in the idea that resets truly restore the wrecks, and leads me to believe that there is a time element involved as well.
Oh, and before anyone suggests that you can only loot wrecks once per account . . . It`s not true. I`ve done it in Sigma 13.:P
Anyway, does anyone know the actual mechanics of these respawns?

EXCALIBUR, ARCHANGEL, and other high-powered codes are onece per character.
Ones like ONYX, JADE, and such are as many as you can get your mitts on. And yes, there are ninja Starfliers.

Ah, that makes much more sense. Good to know, seeing as I once camped out for a Heimdall for seven consecutive days after finding it the first time -.-
