My independent university sponsored Zoners spends the research company on all sector of Sirius, sending small expeditions to again open Regional Worlds. These expeditions are engaged in research of a modern political situation in these regions, an estimation of technological potential of investigated ethnoses and studying of their previous history, since the settlement moment in Sirius. In this connection, I, as representative of Expeditionary of Department, asking the permission for my small expedition to stay within 2 months in territory of Outcasts with possibility of landing to Malta, the right to interview the population and (desirable) for accesses to some historical archives narrating about development of Outcasts as ethnos throughout last 9 centuries (since war with the Coalition) till present time, and historical development
of some Outcast political and economical groups.

The Council preliminary sees no issue with a brief cultural/anthropological study of its citizens, as our own experts in this field are rather lacking. Quarters and necessary equipment can be provided on the planet surface if necessary; the same cannot be said of the atmosphere, however, and it is therefore recommended that your expedition consist of researchers already acclimatized to a state of no less than ten milligrams of Cardamine exposure per day, or that the research team equip itself with isolated breathing apparati throughout their expedition.
You will understand, of course, that security procedures in such an endeavor would be extremely restrictive. You would only be allowed to conduct studies within the Omicron Alpha system; you would be restricted to the lower-security areas of Valetta and Ibiza, and all other stations except Syracusa and Palermo would be out of bounds as well (and why you'd choose to study stations far from the planet in a warzone we frankly cannot imagine). Likewise, several jumpholes within Omicron Alpha should be regarded as off-limits, not only for our safety but for yours as well. One of them leads into a minefield; one of them leads into a planetary nebula full of very trigger-happy military personnel with large, large Destroyers; yet another leads into a highly radioactive dark matter cloud full of the wrecks of all kinds of vessels moronic enough to wander in and cross the paths of the rather eccentric inhabitants of that system (more commonly known as "Phantoms," surely a group nobody wishes to agitate), a feat which can be accomplished simply by entry. Limited access to some of the facilities located in the planetary nebula system, assuming you don't mind adjusting your IFFs as necessary, including the declassified sectors of one of our older Dreadnoughts. A quantum physicist or two might be advisable for this section of the trip, there are two notable phenomenon in this sector they might take interest of, one of them great interest.
You realize, of course, that embarking upon this endeavor will likely render you in an unfavorable state with certain other Hispanic elements in the Omicrons. We cannot be responsible for your safety outside of Maltese space should they choose to take offense at your interest in our culture.

Expedition preparation can occupy about two weeks. Invitation on expedition sent in Pennsilvania Physicotechnical University. They will give group of astrophysicists and the research equipment for studying of the phenomena described by you. The ship for expedition already rented, is now conducted its modernisation for needs of expedition, such as system of clearing of intraship air from steams of Cardamine. We cannot give already acclimatised qualified scientific personnel, in view of absence of this, but we have some students, which... well.. .already dealt with derivatives of your planet. They will take part in expedition as laboratorians and interviewers on planetside. Soon logbooks and laboratory notes will be published on open channels. Wait for our arrival in 2 weeks. Farewell.
