There was much discussion regarding the PvP and roleplaying rules. To clear those things out, I'm posting a proposal of how these rules could look like.
There are three general kinds of 'victims' in PvP, ships that can be attacked (self-defence doesn't count, we are talking only about attack). First is all ships below level 30, they can only be attacked by other low-levels and no one else. Second, all transport/freighter ships above level 30. Third, all non-transport ships above level 30. I will label those two groups as T and NT.
So, there's ID and ship type, and below rules of engagement are listed for each ID/ship.
1. Lawful ID, any ship
T - can scan and demand cargo if there's contraband
NT - can attack any unlawful and hostile lawful targets
2. Pirate ID, battleships, frigates cruisers
T - cannot attack under any circumstances
NT - can attack everyone
3. Pirate ID, gunboats and lower-class
T - must demand cargo, if the ship doesn't stop - attack
(yeah, the trader must STOP immediately if he wishes to accept the terms)
NT - can attack everyone
* Pirates can demand cargo from anyone, really. That's their privilege. No other IDs can do this, unless there's contraband, and contraband is only Cardamine, S.Marijuana, Artifacts, pilots ONLY of the faction that's scanning.
4. Terrorist ID, cruisers and battleships (and frigates and destroyers)
T - cannot attack
NT - can attack everyone
5. Terrorist ID, gunboats and lower-class
T, NT - can attack everyone
6. Civilian ID, any ship
T - can scan and demand cargo if there's contraband
NT - can attack any unlawful and hostile lawful targets
7 Neutral ID
T - CANNOT ATTACK
NT - can attack only unlawfuls
8 Freelancer ID
T - CANNOT ATTACK
NT - can attack everyone
That's all I think. Also, it seems to be a good idea to change ID prices, so that trading IDs would be the cheapest, and terrorist/Freelancer IDs the most expensive.
You lost me on the whole Pirate part . pirate battle ship can only attack other battle ship right ? we cannt hit transports/trains or anything like that right ? I have a corsairs ID it say one thing but it sound like your saying another thing.
For F1ers, there is a small fine on first offense (10-30mill), then a big fine fir second offense (100mill+), then a 3-day ban, and if spotted by fourth time.... well, you don't want to know..
That is my criteria regarding this particular violation.

Docking = lose of a fight and dishonor, as for changing ships... there's a general rule for F1.
Sounds bullet proof, in vanilla this was not such an issue becuase of the difficulty in executing a perfect quickdock under fire, however now with the availibility of moors people are using their instant dock option as an exploit to become in a way, invincible.
Maybe we could have docking during fights considered a death if their shield is below 50%. Since there is a 3-death limit, those docking a station to escape would earn a death. The reason I think ships with over 50% shield should be able to dock, is because some people like to change the ship they are using during or at the beginning of that fight.
