First off, thanks. I've been a big supporter of the idea of ID's making the proper factions hostile for a long time, long before this kinda thing was actually implemented.
Now to the point: Generic pirates shouldn't be hostile to the IMG. Some may be, but certainly not all. Why? Well, because the IMG run two Freeports, and one of them (Hood) is notorious for it's unlawful elements. Hackers land on Freeport 4, and as far as I know they have no special arrangement with the IMG.
So, please, the Pirate ID shouldn't make the IMG hostile.
Meh. I can think of enough possible RPs for pirates not being hostile to various specific lawful elements (IMG just being a particularly egregious case) that I think forcing any enemies on a generic ID is a horrendously stupid idea. Imagine the situation QCP would've been in if this was done when they didn't have a privateer ID. Whoops, no faction for you!
But then, if the system is to be kept, I'd only want it used for absolutely indisputable cases - Corsairs, for example, forced to be hostile to the BHG, Outcasts, Mollys, and Hessians (examples; I don't play Corsairs, I don't know the specifics)

Rogues and, I think, even Xenos come to visit FP4, as well.
I'd say generic pirates should really only be hostile to police, military, and possibly corporations.
