Greetings Colonials. Today I come to you with a different tune so to speak; I come to you with talks of peace. For many years have our men brutally slaughtered and killed one another. I think it is time for this to stop, your men are no longer a part of that foolish little mining guild and therefore we no longer have a reason to fight you my friends. I am sure you all have better more glorious things to do than fight our vast armada constantly.

This, my friend's, is a treaty which we, the Dons have written. We would be ‘honoured’ if you would read it. There are, however, a few clauses to this treaty. These clauses come not from the Reapers - for we could not care about the rest of the Outcast’s “allies” or “friends” - but our friends the ‘Shadow Outcast Brigade’ have worries of what will happen to their beloved allies. Consequently, they wish for you to refrain from being the aggressors in any conflict, if indeed such a situation were to arise.
That is all I have to say for now, I will be more inclined to speak more once I hear your answer ‘friends’.

The war between our two nations has lasted more than we could remember, and it is something that benefits neither side.
It has been long, arduous, full of casualties from both sides, and no end can be seen even now, with hundreds of our men and women lying in their graves.
It is a conflict that can not be won, and war for the sake of war is not something we strive for.
We too can see the potential for peace, ceasing our hostilities so our two nations can take a break from all the blood spilled.
Know that this does not mean that we are friends, but we can bury the hatchet, and at least not be mortal enemies.
This peace is not something everyone wants however, and I urge vigilance from both sides, so that no actions that could threaten this happen.
I hereby express our interest in the forming of a non hostility treaty, and ask you to bring forth your preliminary treaty proposal.
I can already foresee that there might be a few things we'd like removed or added, and so I call for the negotiations to begin.

These accords are meant to better the Colonial and Maltese nations by ending a wasteful, pointless and unnecessary war, eliminating a severe drain on the resources of both nations, establish territorial and trade boundaries and produce a productive symbiosis for all parties concerned.
Clause 1: Non-Aggression
All hostilities between the Maltese or 'Outcast' people and the Colonial Remnant shall cease immediately. All Maltese Battleships and Dreadnoughts should inform the Colonial Remnant before crossing the Border Line. Likewise, Colonial Battleships/Carriers should do the same for the Maltese authorities.
Clause 2: Territorial Boundaries
A border line shall be established within Tau-37, intersecting Tau 37 Alpha and Freeport 10. All space Galactic North of this border line shall be Maltese territory; all space Galactic South of the line is Colonial Remnant space. The Freeport and its associated No Fire Zone shall not, of course, be claimed or impinged upon. The Maltese port at Cali is considered Maltese space; however, the territorial claim around Cali shall extend only to the boundary of its atmospheric layer, which is six centimeters deep at its highest point.
Clause 3: Trade Regulations
Outcast vessels will not interfere with Colonial mining or transportation. Colonial Remnant vessels will not attempt to interdict any vessel carrying Cardamine as its primary cargo. Colonial Remnant vessels will not attempt to interdict Maltese Council-Member vessels or vessels associated with the Council of Dons hauling prison-sourced labor; any vessel not associated with the Council of Dons carrying prison sourced labor, and any vessel carrying labor from a non-prison source, may be interdicted at will. Outcast vessels may not distribute Cardamine on Colonial Remnant installations.
We, the undersigned, as the chosen representitives of our various nations, agree to all terms and conditions listed in this document:

It has been so long that we don't even remember why the war lasted in the first place.
It brings nothing but costs and ills to both of our sides, and ending it is the prudent choice.
Therefore, by the power vested in us by the people of the Colonial Republic in a free democratic election, in the best interest of our nation, and seeing how the terms of the agreement after the discussional negotiations are are favorable for our interests, we, the undersigned, accept this treaty and hope that this peace will be a lasting one.

In a clear violation of trust and responsibility, the final discussion, which included the specific terms and agreements to be covered by this treaty, was orchestrated by a select few members of the Council of Dons, written, and then formalized and agreed upon by them in the name of the Council of Dons before providing any documentation for the Council to agree upon.
That a fellow Don would risk internal strife just to rob his compatriots of their right to put their own thoughts to this document appalls me. Our Council survives through mutual respect between the Dons, or we would have degenerated into petty civil wars. But this does not display respect towards our Council by the involved parties.
As the document was not made available to the Council for review before finalizing, and that two of our Dons signed the agreement in the names of Dons that did not give their agreement nullifies the legality of this treaty.
Until such an oversight, or deliberate action as it may be, is corrected, I do not support or condone this treaty, as is my right as a Don, and I will defend any pilot who refuses to abide by it until such is corrected.
[font=Palatino Linotype]Well, Don Demetri, the discussion you are complaining against is the very discussion you so hastily left without discussing the terms of the treaty.
If such a supposedly respectable gentleman will let personal feelings get in his way, I don't see how that is good.
As far as I am aware, the other Dons, beside you and Don Santini, have already consented to the treaty, and placed their trust in Dons Ral'Aste and Barilla to procure the best terms of the agreement.
I am afraid that I cannot see anything more than a hopeless attempt to push your own will against the wishes of the rest of the Council of Dons.
Frankly, I don't know how such dishonesty can be tolerated by your colleagues, seeing a vote on the treaty was already passed with the majority for it.
But it is not mine to consider, that is an internal Don matter to resolve.

Prime Minister, this has nothing to do with personal feelings or agendas towards your organization. However, it does have to do with the Council. Yes, I left the meeting, as did another Don, due to the disrespect shown towards us by you and President Wingates. We don't go to diplomatic meetings to be berated and disrespected by those attempting to garner our agreement to a treaty. This treaty was not given it's due time for consideration of the terms or feedback to make sure everything was fully considered. That is quite obvious from some rather blatant errors that can be find with naught but a quick glance.
The fact that we don't want to sit at a table with disrespectful foreign delegates doesn't remove our right to review the treaty and have our say. What were the names Minister, of the Dons you spoke with and got statements from? For when I was there for that short time, I didn't see all of the Dons in attendence, and some of those that were there were still quite busy dealing with other matters and at the moment unable to handle the matter at hand. So I ask.. Who all gave their statements and agreement in that meeting Prime Minister?
[font=Palatino Linotype]I do not see what kind of disrespect was shown to you, other than pointing out that there was already a vote regarding the concept of this peace treaty in the Council of Dons, which passed with a majority, after which you left in anger.
As I have said, I have been assured by Don Ral'Aste and the others present that the most voted in favor of this treaty, and placed their trust in Ral'Aste to get the best out of the deal, which I feel is what happened.
Not one point of the treaty is to the detriment of the Outcasts or Colonials. It was compromise at it's best.
I'd like to politely ask you not to confuse the public with your statements, if you cannot gather more than 50% of the Dons to agree with you.
Until then, I'll trust Don Ral'Aste's words that the vote was in favor of the treaty.
Simply put, you're here alone, maybe with Don Santini as well.
No disrespect meant, but I feel that this matter is concluded until a change of the facts would happen.

My objection wasn't at all directed towards the fact that the formation of a treaty was passed by our Council. That was dealt with last night. While I did not support it, I had no intention of going against it. If the majority of the Council agreed to it, than we made that choice and I can live with it.
My objection was to the way you treated Don Santini shortly prior to his departure from the meeting. As soon as he left and I voiced my objections to you you began a tirade about how the treaty was passed, even though it wasn't the topic of my discussion at that moment, and so I left as well, angered by your disrespect towards him and myself.
You have continued to argue that point, regardless of the fact that it is not the treaty itself that I'm objecting to at all, but the actions taken by Don Ral'Aste and the terms of the treaty. Terms that were not the product of a discussion between all of the Dons. If this treaty is to exist, than it should be proper and to the agreement of the council, not one man.
I have also noticed you've refused to answer my question of which Dons you gained acceptance from in your discussion when this final version of the treaty was ratified. How am I to take you at your word when you refuse such simple requests?

Demetri, Settle yourself immediately.... for one i would like to confirm that the words on this treaty are not words of my own but that of Don Barilla.
The reason i am heading this treaty, is because i am the most neutral party between the two, I could not care less what terms the rest of the Don's wish from the Colonials, All i wish is for this silly war to stop immediately, so we can all get on with our damn lives.
Now cease this nonsense at once, if you have a problem with Don Barillo's wording of this treaty, then take it to him in private... instead of making a fool out of the Dons and the Maltese nation.
