Yes ... I left Disco for a short time as well ... deleted all my characters because I got ticked off at the rule lawyers and PVP-centric lawfuls. I had some good and decent role play going on with my faction, but those who ran the SA (Southern Alliance) couldn't see past their noses as to what role play can be. They were of the "see red their dead" mentality. At least Liberty lawfuls have improved in their role play since those days.
There's bull everywhere you look Sindroms. Traders just plain do NOT want to be bothered while they're making money. They do NOT want ANY form of interaction with other players until they've reached their cash goal to make their purchase of whatever uber-cap they're looking for. And these guys are always making anti-pirate threads trying to convince the admins to tighten the rules around pirates. The rules are already close to strangling the role play of piracy all together. We don't need people adding even more restrictions on these characters.
Heck ... I'd like to see traders actually role play for a change. Instead of going for the highest paying cargo ... traders "should" be trading with ONLY those factions they are friendly with. That means you don't see competing trading companies working with one another. Why would Burger King and McDonald's be friends and help each other make money? Burger King would surely rather McDonald's go out of business. But you don't see this kind of role play among traders.
ALTERNATE SOLUTION:
First ... we'd have to take Manhattan out of the picture as far as being the most profit bringing planet in the system. Its the biggest black market in all of Sirius ... and yet we constantly hear lawfuls complain about smugglers running to and from Manhattan.
Second ... it really depends on who these 15 pirates are. If they are part of the HF (which really are not pirates but wear the Lane Hacker ID) ... there's role play behind these raids. I used to be a member of HF ... there's historic conflict between HF and Liberty.
Third ... quit complaining about pirates in general ... be specific ... don't lump us ALL into the same group of lul-whutting-PVP-centric idiots. Stereotyping only makes things worse.
Fourth ... there's already rules on the books to address 15 pirates raiding. I've seen admins come online and give the smack down on pirates attacking Manhattan and hanging about. Seen quite a few of these guys end up in Bastille. You see an armada of pirates with no role play behind what they're doing ... take some screens and file a report ... but don't turn it into a trial-by-forum.
The problem to me seems not to be the pirate ID, but the sheer mass of humanity in Liberty.
With so many people in so few systems, it must be pretty easy to gather a massive gank-squad together - be it lawful or unlawful!
One solution might be to put an unlawful docking point on the far side of some planets. This isnt as far-fetched as it sounds! Think that a big planet like Manhatten would be quite diverse - perhaps even having politically distinct states within it. Some of those regions might well have sympathies with pirate factions.
Another solution is that Discovery needs a dispersal of players from Liberty. Spread the love as well as the lolwut so that more of the experienced players around Sirius can help deal with it.
So how then can incentives be given to attract people to the underpopulated regions of space? Why are some areas underpopulated? Have a think about it.
People are always complaining about Liberty ... and its the pirates and unlawfuls that get the brunt of the spear in the complaints. The reasons are exactly how you described ... the population is too heavy ... especially in New York.

As it stands right now, most trade routes lead either TO or THROUGH Liberty. Wanna get the pirates out of New York ... move the traders out.
Same goes with smugglers. But keep in mind here ... in the vanilla original story line ... Manhattan was the central key for the black market. The Liberty Rogues would receive artifacts, cardamine and other contraband from everywhere else in Sirius at Buffalo Base in the Badlands. Then they would distribute this contraband (via smaller less detected ships) to Manhattan and other house bases and planets. That's really what the Liberty Rogues are ... just a bunch of pushers on the streets. And yes ... they cause a lot of other trouble. Like street gangs.

The number of traderoutes going through the houses is basicly the same for any house, but for some reason, most traders prefer the routes that go into liberty. I personally have a whole fleet of traders, cause i like to RP one, and i can tell you that several highly profitable routes i found don't go even an inch near liberty, and they are virtually unused because most newbies don't bother looking for them.

Because some of the Liberty routes are the most profitable in the mod. You can thank Xoria for that, because if profits were boosted, people wouldn't powertrade to the bone, like they do right now.

Its because rasing prices dosent stop the WoW bred capwhores.Its been proven, but you all still think it works. Please, For a fighter to have anychance, It needs 30 Mil worth of equipment. Anything more, ANd the Equipment price is often far more than the ship. XOria makes OORP powertrading STILL the best unfortunatly. Xoria refuses TO boost profits as well. Maybe we can lower the prices on all items by 10%, And keep profit the same? ANd no, a high price does not deter a lolcap

Precisely why we need to completely nerf any trade route that leads to or through Liberty. Then maybe we'd see the population move outward a bit to other systems.

Nothing wrong with power trading so long as they role play ... trouble is the vast majority of traders are indies looking to get those capships with no evidence of role play until AFTER they get their ship.
