What do I need for a faction?

Yeah so I'mm thinking of making an unnoficial Trading Faction based of Liberty which is Lawful and will mainly be trading with Kusari (regardless of the Hogosha) and Bretonia.

Anyways, I was just wondering what do I absolutely need for a lawful libertonian trading faction and all.
