Ok folks, people that are not in Liberty and are lawful tend to get quite bored, this especially counts for the Bretonians and I hear the Kusarians. Why? Liberty, nay New York is strangling the server of its players, effectively making it a black hole.
Therefore I ask people to sign this thread and follow its conditions, not perfectly, but try to.
No logging into any Liberty characters when you start Disco, make Liberty your 2nd or 3rd choice in where you want to jump in. If there is an event, fair enough.
Leave all lol'raids on Manhattan ALONE. Sure its not RP, but they're not there for it, and fighting them feeds them. Leaving them may make them stop.
Try to create new characters in other houses and factions, if you have them, log into them. Diversify your time.
If help is called for in Liberty and demands your attention, go ahead and jump in, but log out once taken care of.
This is a draft petition, but I'd follow them. We can't all be stuck in Liberty, its not diversifying RP and there is actually a FULL BLOWN war in Bretonia, I'm sure they could use extra hands. Also the Omicrons could use a bit of diversity, and the Outcasts could use the extra combat company, its why they migrate to NY in the first place!
In essence, find new factions! Join new people! Leave Liberty for a while!
You can still log in there, I just ask you not to sit in there all the time.

Yeah, I'l probably create some new characters outside (when I've got the time and money).
BUT....
In terms of RP, New York is supposed to be the most populated system in all of Sirius (with at least a population of 300 million in Planet Manhattan alone). Sure, its population consists of lolwutters, but its also the trade center of all of Sirius. And there are countless factions that are based in New York, including LPI, *USI*, Rogues, and a whole bunch of other dudes. Simply telling them to go away won't work. Besides, RP-wise, its also the system with the most action (as in pirating) going on, and why? Because its the trade center of Sirius, thus it makes sense there are so many pirates around there.
Hey, we're trying to give the Outcasts and the Smugglers LOTS of new combat partners!
Anyway, I'd /signed, but I haven't seen Liberty in weeks. I'm always in the Taus, there's no reason for me to be in New York.

Don't want to rain on the parade, and I say this as a player with no liberty characters, who hates liberty, and who never goes there (My Cryer dips in to Colorado to say hello on Denver, and sadly I haven't worked out how to make new characters not be born in Pennsylvania, but that's really it), but it wont work. As I've said before, there are 50 people in New York because there are 50 people in New York.
There's a certain breed of player that cares for nothing beyond that. If you want to kill players easily, go to New York. If you want to write endless reams of **** about how you're the ghost of a homosexual robot alien with an outcast dad and a corsair mum, you go to New York. If you're new and you don't know wtf is going on, you go to New York.
It's a snowballing thing. People go there because that's where people are, because people go there. You COULD move it, but then it would just be somewhere else. The same retards would just flock there instead, and the problem would not go away.
The gate to New York from Penn should shut down for some reason. Instead new players should be redirected to New London.

That actually funnels people elsewhere, you would see a huge drop in players in NY. Only reason why NY is still so popular is because it's still the n00b place and full of people. Divert a chunk load of those people and you have a good solution.
I'd say at least try it anyway. It isn't that hard to do.
Counter-point owing from something that happened to me - When I first installed Disco and tried to play the SP component, it started me on Planet Gammu in Omicron Kappa, in a Starflier, and yes I was still hostile to Nomads.
I think all new players should start there, so they can learn what I learned - You're not getting to New York until you earn it, and you're earning it by learning how to dodge better than George Bush in an Iraqi shoe store.

it's a simple change you make when installing the mod.
and yeah it would be amazingly simple to start new characters on a base/planet elsewhere, and would be fantastic to spread players out, but the problem is, Pennsylvania is set up as a newb system, with prices to match, so is all of Liberty, with low level NPC's, and most bases selling cheap low level equipment.
say, we start new players on planet new berlin, you still have a starflyer and 8,500 credits and such, but the pirates are flying around in stilleto's, hawks and falcons, and god forbid you want to play unlawful, you have Valkyries firing on you.
so you try do some missions and struggle through it with your 2 justice MK1's, fitting starblazers because the lowest level hornviper is class 6(i think?) and wont mount on your starflea.
somehow you need to get ~$30,000 to get a banshee, quite a difference from most new players step up into a defender.
Want to play a trading character to get money? again ~$48,000 to step into that.
so what do you do? move to NY where it's easier to start up!
would be good idea, but because of vanilla freelancer, would make it immensely hard on new players
