I believe that's what it started out as, but now they want to just take each other over (as evidenced by the Kusarians invading Leeds and trying to push still further).
SOme people say that the IMG arguing with the BMM was the main reason, but I think that's bull, as to be honest, the Kusarians don't give a damn about the IMG.
In fact, the Bretonians care more about the IMG than the Kusarians do, seeing as the IMG are around Bretonia... NOT Kusari.
Other reasons? Umm... Igiss thought it would be cool?
If I'm right, it was friction in the Tau's. Angry people went pew-pew to competition, IMG and BMM went pew-pew (?), Naval patrols started protecting places, KNF forces pew-pew'd BMM people who were trying to cause sparks, and it spiraled out of control from there.
Although I do like the idea, I don't think Igiss started the war just because it's cool. Look at where Gallia is, and them entering the political theater while there is a war on right next door. Seems kinda ripe for a cluster ... well you know.

IMG deal was a pretext for Kusari to stop a Bretonian landgrab in progress, that was intent on taking Tau-31 and Tau-23, possibly even have Bretonia try to secure holdings in Tau-29 which is basically grabbed by Kusari. Afterwards it just sort of turned into an all out war. Classic war for territory.
The kusari got their butts kicked when they sent a fleet of bombers into liberty to attack planet pearl harbor, so once they retreated and licked their wounds they decided to go after something they could actually beat, i.e. the other tea sippers.
From what I recall, various rumors also hint that Kusari is still infected partially by the Nomads, which might influence their sudden 'courage to go that deep into Bretonia'.
My personal theory is that Gallia will catch Bretonia and Kusari with their pants down, they'll duke it out and weaken themselves, Liberty and Kusari do the same, war war war, and at some point we'll get a rerun of the SP campaign.
