In 182 A.S., one year after the first government had established in Rheinland, the self-declared Kaiser ordered to found an organisation, which would make it possible to cover Rheinland with skilled agents, who were devoted to him and his militaristic attitude. The organisation "Buro der Marineintelligenz" (BDM) was born.
This organisation consisted of convicted Rheinland patriots, nationalists and Kaiser faithfuls who have served the former military government. In the following years, they usually recruited promising officers from the new formed Rheiwehr, who showed outstanding skills in terms of quickness, tactics and concealment. With the time the BDM established to a mighty shadow entity within the Rheinland government organs, upholding the Kaisers might and quietly eradicating his enemies within the own rows with dubious methods. One of this methods was called 'reeducation' and was feared by them, who heard about it from foggy sources. The process of this reintegration broke the mind of the targeted person with powerful psychotropic drugs and painful torture on one of the mobile vessels of the BDM. After a successful 'reeducation' the person was usually deported to some remote mining facility to work until its death there. If the procedure failed, the person died.
During the time of the jump gate and trade lane construction in Rheinland by Ageira Technologies and Deep Space Engineering, the government was unable to pay for all the requested technology. It was now rumored, that leading BDM agents visited the Interspace Commerce leadership and 'convinced' them to loan the Rheinland government the money for the needed jump gate and trade lane construction. In the second half od 217 A.S. Interspace Commerce stepped in with funds for Rheinland, but with the condition, to retain formal ownership of both technologies until the debt was paid
In 588 A.S. the Kruger survey vessel KMS Helle Wolke departed for Sigma-13 in search of a suitable area to create a mining base. Due to uncleared happenings, the ship was destroyed, after the ship had broadcasted its distress message. Unofficial documents speak about the BDM being financed by Daumann Heavy Construction, a company full of lobbyists, to manipulate the Kruger survey ship, in order to ensure the economical success of Daumann. This tragic happening lead to rising tensions between Rheinland and Kusari, because a small group of GMG ships was found next to the wreckage of the Helle Wolke, when Kruger rescue teams arrived.
After the Eighty Years War started in early 589 A.S., the BDMs areas of interest increased. Special units tried to ambush Kusari convoys in Sigma 13 and attemted several infiltrations in various Kusari facilities. But all of the tactical knowledge of the BDM directors was not enough to prevent the epic loss of the Rheinland fleet in 668 A.S.. When the message of the destruction of the entire fleet arrived the directors, all of them feared a punishment of the Kaiser and commited suicide. Afterwards the organisation of the BDM broke down and the influence on various companies and governmental organs decreased.
The deathblow for the outdated structures and methods of the BDM gave the Popular Revolution in 672A.S., when the Kaiser was forced to step back and the Rheinland Empire was transformed into the Federal Republic of Rheinland. This fundamental change in the Rheinland government pushed the BDM into insignificance. Most of the members left the organisation and found a home in the Rheinwehr. However, small elite teams stayed in the BDM and kept some processes up. Due to the changes in the governmental guidelines and laws, the BDM was restricted to use proven methods of interrogation and information procurement.
Not before the end of the Nomad War in 801A.S. the BDMs influence was rising. The new elected Kanzler Alfred Steller ordered, that the BDM should be transformed into an organisation to fight against the scattered Wild in Rheinland space. He increased the funds for the group and it became the Marinenachrichtendienst (MND) officially. Equipped with the newest technology and nearly a completely new staff, the MND should be ready for the conflicts of the new century. It was integrated into the Rheinland Military completely, which brought it nearly unlimited funds and a flow of possible new agents.
Present Situation and Structure
Status and operations
Nowadays, in 817 A.S., the Marinenachrichtendienst consists of the most loyal and skilled soldiers of Rheinland. Only after a long education of moral, honour and piloting skills, these agents are officially accepted to the MND.
Due to Kanzler Stellers edict, the Marinenachrichtendienst is a part of the Rheinland Military and therefore under the control of the Rheinland Military High Command.
The organisation accomplishes the following tasks:
securing the outlying areas of Rheinland
fighting against das Wilde
searching for contraband outside of the police action radius
scouting the enemies back-up area
(interferring the enemies economy)
The headquarters of the MND is currently on the Schatten Research Facility, which is located within a high security zone on a not accurately defined location in Rheinland. Within the dark halls of this impressive facility the MND plans and simulates operations, questions war prisoners, experiments with newly developed materials and prototype weapons and coordinates all agents.
Another hidden facility of the MND is the Munster Research station. It is rumored that Rheinland Military scientists are searching after new usage areas for the Prometheum element, which was discovered recently. Military analysts however, speak from an imminent threat for this station, as they claim to know Liberty plans, which speak about an invasion of the corresponding space sector.
The techniques of the MND agents mostly rely on quickness, disguise and tactics. Therefore they avoid open battles with enemies and try to sneak around them and take them out fast and quietly. When operating deep within enemy territory, they can't count on backup, so it is essential for them to stay hidden. Sometimes they even use counterfeit transponders of Rheinland civilian corporations, in order to confuse the enemy or avoid detection.

Kanzler Nikolaus Reinhardt
Head of state and commander of all troops with the Rheinland banner. Orders all long-range objectives and tasks of the Marinenachrichtendienst. Can appoint or dismiss every agent including the Director.
Admiral of the Rheinland Military
Can directly command the Director of the MND, command operations and can promote and demote agents, except the Director. Currently Admiral is Malexa Malte.
Director of the Marinenachrichtendienst
Commands all agents on the field, plans and coordinates operations, has the last word in Directorate decisions, promotes or demotes agents and assigns teams. Current Director is Leopold Thauer.
Co-Director of the Marinenachrichtendienst
Commands all agents on the field, plans and coordinates operations and decides together with the Director over important processes. There can be only two Co-Directors, who form the Directorate with the Director.
Senior Agent
Commands a team of agents and is responsible for the training and education of his pilots.
Agent
As a member of a team or a single pilot, this rank is the most common within the Marinenachrichtendienst.
Junior Agent
Member of a team who needs to be educated to more effective combat skills, tactics and values of Rheinland.

Area of Operations
Rheinland
Within the borders of Rheinland, the MND has the task to secure all military targets and stop the covert trade of embargoed materials and contraband, which weakens the Rheinland economy. Furthermore it is a primary goal to exterminate any threat, which springs from the Wild or any other Nomad related entities. It is not the primary aim of the MND to fight the Hessians, the Bundschuh or the Landwirtrechtsbewegung. However if they are an imminent threat to the agents, they have the permission to attack them without mercy.
Omega Sector
The Directorate of the Marinenachrichtendienst expects the source of the Wild somewhere in the remote Omega systems. It is one of their long-range objectives to exterminate the Wild threat for all times.
Independent Worlds
Due to the fact that the area of operations of the MND is bigger then the one of the Rheinland Military, the agents are allowed to hunt down enemies of the state in the independent worlds, if ordered by the Directorate.
Liberty
In 817 A.S. Liberty is one of the most dangerous enemies of Rheinland and the Kanzler. All agents are ordered to scout the enemies facilities, interrupt the economy by stopping traders who work for the enemies companies and hunting down well known enemies of Rheinland.

Naming Convention
The MND agents need to stay covert, if they want to succeed. Therefor the Directorate ordered, not to use an universal callsign in front or after the agents call sign. All of the agents are constrained to use aliases, when they operate in enemy territory, to prevent casual detection by the enemy intelligence service. However if using a Rheinland Corvette, the agent is ordered to use a unique name flag, which indicates him to be a member of the MND. This flag must be <needs to be decided>
Transponder Description
Another effective way to prevent casual detection is the usage of counterfeit transponders. That means, that the agents are allowed to use Rheinland civilian transponder signals, namely Republican Shipping, Daumann Heavy Construction, Kruger Minerals and ALG Waste Disposal. However if using any Rheinland gear or ships, the agent is ordered to use a Rheinland Military Guard transponder, which indicates him to be a member of the MND.
Integration in the Rheinland Military
The Marinenachrichtendienst, the Kanzler, the Rheinland Military High Command and the Directorate expects outstanding discipline from its agents. If an agent is ordered anything by one of the previous persons or groups, the agent must obey the orders under all circumstances. Otherwise the agent is expelled from the MND and added to the list of Rheinland hostiles.
That means, that the MND is a part of the Rheinland Military and every member is directly under the control of the leadership of them.

And what is your stance on the corsairs? Do you consider them just normal pirates such as the Hessians or LWB, or do they pose a more serious threat?
EDIT: I don't think you should enforce Rheinland Law's outside of Rheinland in the Independent system because unlawful's usually use those area's for transporting their illegal goods, and if you began enforcing your laws there, it would make it even more difficult to smuggle those goods into Rheinland, which does make perfect RP sense since that IS your objective in doing so, however unlawful's could get annoyed, and the RFP might not have anything to do.

this one should be very limited to a max of 1 system adjacent to rheinland - if it makes sense in RP. some systems make no sense there - and the edgeworlds as such are too much
more self restraint. - you re rheinland. - if i saw a rheinlander in the edgeworlds - i d get a funny feeling.. if i saw a rheinlander in the edgeworlds trying to enforce a law... i d get a migrane.

The MND allows you, to do some more things as the regular Military. Alongside with this comes a huge piece of responsibility. So we will visit the remote stations of the Rheinland companies from time to time, such as Raubling, Rugen and Solaris. It is not that we persecute smugglers at all cost, but it is in RP, if we punish smugglers, we stumble upon in remote areas.

I want to point out, that there is a SIGNIFICANT difference between the Privateers and the Marinenachrichtendienst. The QCP are exiled and not backed up by the government, while the MND is bound to the laws of Rheinland and the Kanzlers and the Admirals orders. We won't do this trader-pew-pew very often, and if so, I have prepared several RP scenarios, such as kidnap a trader with goods, which are important for the Rheinland economy.

As I mentioned before: if we stumble accidently over a smuggler, he will get in trouble. But it is not our primary duty to watch actively for them.

Rheinland is Rheinland and the respective law does not run in the independent systems. Therefore we won't do contraband scans there. Only within Rheinland. What we will do however, is chasing fleeing criminals to and in independent systems.

Actually, the LSF are now trying to limit their ZOI to Alaska and Ellesmere. Otherwise, were pretty much the same thing as the Navy and LPI if we just patrol around NY and Liberty. Were trying only to go into NY and the rest of Liberty if we are absolutely needed (such as the appearance of a class 0 terrorist organization, or nomads), but otherwise we try and stay out of there. Well, I know I do, =LSF= agents still have the freedom to patrol wherever they want.
