I address the honorable Council of Zoners with a request to purchase one of your Corvo cruisers. My crew and I would benefit from learning to optimize the operational scope of such a vessel. It may not be a heavy hitter, but that fact will help us to develop a better sense of tactical awareness.
The Corvo's suite of sensors would also fit our needs on more exploratory missions. As you know, our own recon vessel is limited in numbers and can be quite expensive to maintain. I am looking for a more economical option.
I would be willing to pay, in addition to the purchase cost of the vessel, a 10 million permit fee payable to your bank of choice.

After a brief discussion with our leadership, we have agreed to your request for the Corvo cruiser. You are requested to use it for research only and out of House space out of respect for their laws against capital ships. That and the Corvo is fairly secret in nature. If I hear of any reports of it being in House space without consent, the SHIZL may re-possess it.
Also, NEVER use it against any Zoner or Zoner Ally. Also, save a copy of this message for anyone who may doubt the legality of you owning this ship as it has my name on it.
I have notified the shipwrights to begin construction. Let them know what your specs are on it.
Having reviewed the vessel's deployment conditions, I have some questions that need further clarification. Please forgive my searching for loopholes, but deep space is a fickle and unforgiving mistress.
First, the "research only" clause. Firing in self-defense is a given. However, if another ship or installation is being attacked by the Order's enemies, I would find myself compelled to come to their aid. In fact, my crew and I could be commanded to render such aid. Nonetheless, the Corvo under my command would be, first and foremost, a research vessel.
Secondly, the "no attacking Zoners or their allies" clause. This is a no-brainer, falling into the category of "not biting the hand that feeds you". However, in the case of Nomad infestations, I would be bound by my pledge to the Order to assess and engage an infected target - regardless of its IFF or ID.
How do you and the Council feel about these stipulations?
Oh, one other thing - I need to know the neural account address for the transfer of the 10 million credit permit.

To your first concern, I'm assuming this ship will be Order ID'd in which case you will have the right to self defense against your enemies or those of the Order. Be wise if you have to as it is, after all, built as a research platform.
I mentioned no hostility to Zoners or it's allies only because some need to be reminded. Sorry if I've insulted your intelligence on that.
As far as the 10 million goes, put it to use with the Order Primary fleet. You may or may not know but recently the Council approved the shipping of deuterium and for those who want them, paying a bit extra for Order ships as aid. So, take the 10 million and put it to good use in the Order Primary fleet. If you need specifics, Admiral Seith will have them.
