I was in NY and scanned a prison liner with around 230 Bounty Hunter pilots and a Neutral ID.
I am a lawful Merc that is friends with the Bounty Hunters so naturally I ask him to drop the pilots.
he said "No, I am a prison ship with the Mercenary Faction, these are prisoners of the Mercenaries".
This event brings up 2 issues.
(1) Should a clan ship be able to carry a neutral ID and carry contraband or pilots?
Shouldn't a prison ship be open to attack by other factions, and therefor carry faction ID.
(2)If a prison ship can carry Neutral ID then Can an enemy demand the pilots back or respond with an attack?

1. If named after a Clan then neutral ID should not be allowed.
2. In NY it is kinda of moot to RP due to no kill, and not sure, but may not be allowed
3. If not Faction named and carrying Neutral ID they are outside the usual RP requierments.
Just for the record, I was that Prison Ship. That was a RP response. After a short ooc discussion, we agreed that while it was not against the server (or ID of course) rules, it wasn't very fair. I am going to switch IDs asap for anyone who's intrested to know.
But anyways... imo the Neutral ID is not specific enough. I propose that you make it so A) you cannot trade with a neutral ID and B) Those with neutral IDs should be killable if they are carrying contraband.
EDIT: Oso posted before me... and yes, I agree with that Oso.
Can't have a neutral ID on a liner. Neutral ID can only be used on fighters and freighters. Liners are classified as a transport (according to Igiss, who's word is law.) and therefor are not allowed with that ID.
Not sure about neutral ID on a faction. Don't think thats allowed, and if it is, it would be nothing more than an ID saying that faction cannot attack anyone. If that faction provokes another, the admins would probably decide that the faction is allowed to be attacked in war.
I think that factions or certain ships in factions should be able to carry Nueral ID if those ships dont attack or
(give any reson to be attacked) carry any pilots/cantraband!
But faction prison ships should shurly have attackable writin all over them..
No, specific ships should not have neutral ID. So simply I could make an AW fighter with Neutral ID and fly around, then when I want to attack, I go grab an AW ID and attack, then when done I put Neutral ID on again. That would allow me to attack anytime, and no one else could attack me.
If prison ship has attackable written all over it, what is suggested has abusable written all over it.
And anyway, all of a faction's ships must have the same ID. AW's ID is the AW ID.. (dur..) therefor, ALL AW ships, including transports, fighters, freighters, MUST have the AW ID. If its AW-tagged it must have that ID. Same as all HF ships must have a Lane Hacker ID, no exceptions.
7.3 Freelancer ID that is given to beginning freelancers allows to attack:
- For players below level 30: players of similar level below level 30, or any players above level 30.
- For players between level 30 and 39: any players of level 30 and above.
- For players of level 40 and higher: using Freelancer ID is illegal, no PvP allowed.
7.4 Neutral ID indicates peaceful characters that are not allowed to attack others (except when defending themselves), cannot use transports and capital ships, join or ally with any factions. Neutral ID owners must not be attacked by anyone, including the terrorists.

7.12 Trader ships are: freighters, utility ships, miner, transports, trains.
Pirates and terrorists have a right to deal as much damage as they see fit before demanding money, but killing trader ship before demanding money is not allowed.
Attacking traders or demanding cargo is not allowed for cruisers and battleships, unless cruisers and battleship belong to Terrorist ID or Phantom ID owner.
Please, read the rules, they are clear about that. The only faction that should carry the Neutral ID are [The_Angels]. They are neutral in every way. Only exception is made for [The_Angels]Charlie that is a Lux Liner with a Neutral ID sitting at Newark (does never move from there except for server events).
