I'm the Pacifier (leader) of the Peace Organization. Our main goal is the development and commercialization of a new engine type, one that is less polluting. For this, we've been helped by our Gaian allies. Now that I told you something about us it's time to discuss some business. I'm here with a very friendly proposal.
You must know that Peace agents stop almost every ship that they find, they scan it and depending of what they see inside they act. Not to mention that every ship that does not belong in our diplomatic relations log is taxed with a "environmental tax". I'm offering you the chance to skip this "tax" and I'm giving you full access in our Zone of operations, maybe even escort. In return, all we want are the docking codes for your Trafalgar Base from New London and a friendly status in the diplomatic relations.

Well, I'm glad to hear that you like peace. In that case we will get along well. As for docking rights at Trafalgar it's pretty simple. Junker bases are neutral ports open to anyone who does not abuse our hospitality. Let me explain that a bit. You are free to dock and engage in commerce on any of our bases. However, you will be respectful of the fact that it is our space. We ask all ships to respect a 5k no fire zone around Junker bases. You will not be scanning ships outside our base or harassing anyone who comes to do legitimate business with us. Aside from that just try not to make a general nuisance of yourselves.

One final word of caution. While I do speak for Junkers as a whole, there is also a separate crew who has taken on the day to day administration of Trafalgar. They are even less forgiving than I am, so if you want to use that base, I definitely recommend good behavior.

Contrary to what you might believe, some of us indeed have some information on your group, at least I surely have. Your goal seems quite ... commendable, it is just your means that seem rather odd. "Taxing" people to develop a new engine? Well, it's not my business anyways...

Looks to me that someone must have tricked you, though. Junkers welcome anyone in their bases. Unless you go around tearing our ships apart for giggles that is, then we may have a problem. If you are experiencing any problems contact McMillan, our Director of Bretonian Operations or the Trafalgar Junkers.

About the "friendly" status, as you call it. We Junkers are not the sort of people who pick sides, you see. We may come to enjoy a profitable trading relationship in the future, of course, but unless you were Junkers yourselves we would not ally with you.

Speaking of trading relationships, seeing as your goal is to build a new engine type, perhaps you could resort to our services? Some of us are excellent mechanics and engineers after all. Especially the lads here at Invergordon. If you are in need of materials and such, you can always drop by and we can arrange something. My company, Beast's S&R also deals in that sort of thing.
