I'm not quite sure what you're getting at. You mean your actual processor frequency changes when you load the game, or just your usage of the processor?

The newer AMD processors use "Cool and Quiet" technology. If this is enabled in your BIOS, the sysyem adjusts based on usage.
Freelancer is not very processor intensive. It is possible that your system is clocking itself down. If you don't notice any in-game performance, I wouldn't be too concerned.
I don't know how tech savy you are, but this can be fairly easily disabled if needed.

nah, it's an IBM T43, it's an intel processor, and this computer is like 5 years old. and i disabled all CPU frequency control software.
