This is the Kusari government's last attempt to solve this situation without our revoking of the Bounty Hunters Guild's property rights in Kusari and forcefully removing the Bounty Hunters Guild from Kusari.
Give us back our pilots. You want to care for your people on Deshima, I understand that, how do you think we feel with you holding our men hostage? This is your last chance, the KNF forces have already decimated Deshima's defense wing, and the first wave of BHG reinforcements. The Guild cannot hope to stand up against a house, nor would I think you would want to. Where is the profit in this endeavor of holding our men hostage? Will it balance the loss of Deshima?
Take this moment, stand down and give us our men back. Otherwise, the next documents you will see from me, will be the dissolution of BHG property rights in Kusari, the formal change of title of Deshima from the Bounty Hunters Guild to the Kusari State Police, and the declaration of the Bounty Hunters Guild as enemies of the Empire of Kusari.

Emperor Kogen-san,
Your patience in this matter is much appreciated. Perhaps the rash words of our last communications were the result of our shared care and desire to protect our servants. I am an old and foolish man and I am humbled by your magnanimous gesture to communicate with us even now.
It appears that Guild law may have been violated by a foolish and over-zealous member. How misfortunate that we have become the witless victims in the continuing hostilities between your noble soldiers and the forces of Queen Carina.
The men in question are in good health, despite the fact that the local populace of Bretonian descent in Leeds reserve a special hatred for the Gaian terrorists which some of your men may have inadvertently become associated with. These Gaians are regarded as brigands and cut-throats and the sort of ronin that your honourable samurai would surely never lower themselves to drink sake with, never mind assist as fellow soldiers.
In light of this most unfortunate confusion, the Kusari officers among the captives will be released immediately and transferred to Deshima. A Guild transport will move them to a destination of your choosing.
The Guild member responsible for this flagrant act of interference in a war that is not our concern will be disciplined.
The Council of Guildmasters hopes that you will continue to tolerate our presence in Deshima.
As a gesture of goodwill, I enclose a gift - an illustrated set of the haiku of Ryunosuke Akutagawa.
Thank you Mr. Graves, a KNF transport will head to Deshima in 12 hours to pick up our men, that should be more than enough time to arrange for their transfer.
