The following information regards the revised space claimed by the Blood Dragons, and the respective rules of those systems.
Systems controlled by the Blood Dragons
The Blood Dragon Shogunate claims the following systems as under their control

Restricted home system of the Blood Dragons, discovered shortly after the Sakura Coup which lead to the overthrowing of the honourable Shogun Hideyoshi and the Hideyoshi Dynasty. Currently, Samura Heavy Industries are attempting to construct a jumpgate to this system, which the Blood Dragons persist at preventing.
Bases
Kyoto Base
The history of the Blood Dragons goes back to the fourth century. The founding members of the group were the Shogun’s Royal Guard during the Hideyoshi family dynasty. In a bloody coup during the celebration of the revived Sakura festival in 321 A.S., the Shogun was surrounded in the palace by Samura-backed elements of the military and asked to surrender, along with the Royal Guard. The Shogun, humiliated by the shame he had brought his family, committed suicide. The guards, headed by Kozue Okamura, did not acquiesce so easily. In a bloody battle, they fought their way out of the palace and retreated into the darkness of northern Kusari space. Here they regrouped and began a long guerrilla campaign aimed at overthrowing the Samura-controlled Kusari government.
The Blood Dragons are a tight group who hold the sympathy and support of individuals in the highest levels of Kusari government. They periodically launch surgical strikes and commando raids from their Kyoto base designed to destabilize the current government to the point where sympathetic officials could potentially seize power. Blood Dragons prefer to target Samura and Kusari Naval Forces bases and ships, although they occasionally attack other House shippers for supplies.
The group is loosely allied with the Golden Chrysanthemums, who provide refuge and a forward tactical base for assault crews in the Hokkaido system. The Golden C. also provide many of the essential Commodities that the Blood Dragons need, a critical function given the complete lack of Blood Dragon landing rights within the rest of Kusari space. The Chugoku Gate construction is viewed as a direct threat to the continued survival of the group.
Rules concerning Chugoku and Kyoto Base
The following rules have been instated by the first Blood Dragon Council.

1. By order of the Dragon council, any IFF that is not one of the following two, Blood Dragon or Golden Chrysanthemum, will be forced to leave Dragon space.
2. By order of the Dragon council, one shipment of Cardamine from pre-indicated IFF is allowed per week, to pass trough to GC air space.
3. By order of the Dragon council, any transport with hostile IFF to enter Dragon space, will be shot until the content of his or her cargo pods is ejected and destroyed.
4. By order of the Dragon council, any capital ship of Neutral to Hostile IFF will be forced to leave Dragon air space.
5. By order of the Dragon council, any IFF that indicates a treaty of some sort, will be escorted directly out of the system. Refusal to comply will result in termination of the treaty and vessel.
Any vessel disobeying one of the orders stated above will be shot and executed on the spot.

In order for docking rights to Kyoto Base be granted, both targets are to have either Blood Dragon or Golden Chrysanthemum IFFs and IDs, or the guard versions of both.

Tohoku
Tohoku is a remote system on the outskirts of the Kusari Empire. A largely desolate system, but still a place of beauty, splendor, and mystery. The system lacks any planets, but possesses several large asteroids which may have once been one (or several) planets which broke apart or collided. Built into the largest of these is the Tohoku Planetary Arch, better known as Heaven's Gate, the main landmark of the system.
The Arch was once the private retreat of Kusari nobility, most notably Governor Tekagi. During the Nomad War, the system was the site of a key battle between the Blood Dragons and the Order and the Nomad-infested elements of the Kusari Naval Forces. In the aftermath, the system was largely abandoned until the discovery of the Omicron Delta system.
A jump hole in an adjacent, unnamed system lead to Omicron Delta, turning Tohoku into a shortcut for the Zoners of Freeport 11 and Kusari. However, in early 817 A.S. the Jump hole collapsed and the route to Omicron Delta was cut off.
Later that year, the first signs of a resurgent presence of Nomad-infested forces began to show themselves. This attracted the attention of the Blood Dragons, Order, and the Bounty Hunters Guild Core. As the Infested fleets began to increase, they were forced into conflict with another faction, the Consortium. After a brief conflict, the Consortium largely abandoned the system, though they, the Blood Dragons, and even the Golden Chrysanthemums and Farmers Alliance use the system as a route to reach Okinawa and Nagano.
Bases
Ryuku Base
A Blood Dragon base. Blood Dragons are dedicated to overthrowing the Kusari Empire; they are well-armed and considered highly dangerous.
Rules concerning Tohoku and Ryuku Base
By order of the Blood Dragon Shogunate, the following rules apply to the Tohoku system
All targets with friendly a friendly ID/IFF combination are given free access to the Tohoku System.
All target with a Neutral combination of ID/IFF are to be escorted out of the system or be destroyed for their own safety
All targets with a hostile ID/IFF are banned and will be destroyed/removed from Tohoku
Targets with access to the Tohoku system: Blood Dragons, Golden Chrysanthemums, Junkers, Consortium Units
Targets with limited access to the Tohoku System: The Order (Must stay a minimum of 20k away from Ryuku Base), foreign ambassadors (must stay on Ryuku base as much as possible)
Targets with no access to the Tohoku System: Hostiles

Sendai Research Complex
Built in 692 A.S., four years after the Okinawa system was discovered by Blood Dragon scouts, the Sendai Research Complex was originally designed to house weapon and ship R&D for the Blood Dragons in an uncharted system, to maintain security and secrecy. It is believed that the principle design work behind the Blood Dragon Bomber, whose designs were copied from a captured Kusari bomber, was completed here, although finalized specifications and prototype testing were done at Mito Shipyard. In 735 A.S., research was expanded to include a Xenoarchaelogical department and an alien biology division, after unusual artifacts of alien origin were discovered in the Tohoku system. This work became of further importance in 793 A.S., after scouts in the employ of Governor Tekagi discovered the Tohoku system and construction began on the fortress base that the Governor would later occupy. Their research soon became of interest to the Order, who contacted the Blood Dragons in 794 A.S. with the proposition of a mutual exchange of knowledge, although how the Order found out about the top secret research conducted by the Blood Dragons in the first place remains unknown. The two groups agreed and Order scientists soon moved aboard Sendai to assist in experiments. The Order quickly became concerned with the unusual activities of Tekagi, with numerous reports of mysterious artifacts being uncovered by the Governor's agents, and of strange ships sighted around his fortress, and the Blood Dragons agreed to construct a forward observation post in the Tohoku system, in the form of Ryuku Base. It was scientists working at the Sendai Research Complex, under the supervision of Lord Hakkera and Research Director Yuu Funabashi, which eventually realised the importance of the Proteus Tome and its connection to the Daam-K'Vosh, and transmitted all their gathered information to both groups in the hopes that the Tome could be retrieved from Governor Tekagi's grasp. Things came to a head during the Nomad War, although Sendai saw little actual action, save for assisting in the disabling and capture of the Battleship Himeji as it retreated from the Nagano Jump Hole. Nowadays, with the Nomad war long over and the Order's alliance with the Corsairs, no Order scientists remain onboard the research base, although the Blood Dragons do still continue their investigations into both the Nomads and their origins, and also into various other alien life forms they have encountered, such as those on the Planets Niiza and Miura. Scientists on both sides occasionally submit reports to each other regarding any new and useful data they might have obtained from their research into the exobiology and astrosociobiology of the Nomads and Daam-K'Vosh.

All dishonourable traitors of the Empire are to be dealt with via the Standard Procedure
All goods being imported to Kusari are to be stopped and taxed a fee between 500 000 and 10 000 000 credits depending on cargo.
All export to the Tau sector are to be charged a minimum fee of 3 000 000 credits, or jettison their cargo until their cargo hold reaches 1000 units maximum.
All hostile ID/IFF combinations are to be removed with whatever force necessary
The Blood Dragons are to intervene against any kind of foreign military invasion - all capital ships of Gunboat or Higher of foreign origin will be removed from Kusari space.
Other Information:
In the addition to the above laws, all of the following goods are considered Contraband in all of the above systems, and are to be obtained and destroyed using as much force as necessary.
