I have received disturbing news today of some of your men attacking Samura Transports in Omega-49.
It seems that this vessel was not inside a radius of your base that you refer to as your NFZ, but was attacked for as your subordinate stated " being on a dead course for Gran Canaria".
I see we are using guessing now as a viable way of passing judgement on others vessels since he was no where near the planet, at least not close enough to make that call.
I find the way you use your neutrality to be somewhat disturbing, by choosing to close off your space to Samura vessels while not making the same statement about Bretonians, Outcasts, Mollies and other criminal groups.
This sounds more like a stance to show you have taken sides as opposed to staying neutral.
I would hate to find out this is correct.
But none the less I shall for now not make that presumption and instead believe that you were faced with a difficult decision and proceeded how you thought it was best at the time.
Well that brings us on to how to handle this precedent you have started.
Which brings us to the next point of Freeport 6 in Tau-29, this base that has existed here for a long time in a Kusari system because it has always shown itself to be neutral.
Will this Station show Kusari the same respect now to remain neutral and stop all Bretonian vessels from either their military or merchant fleets as well as anyone being chased by the courts of Kusari from landing or affecting repairs.
This would be a very good first step to insuring you are truly neutral, and just out to protect your people from the politics of the areas you inhabit.
Of course this system hold only stations belonging to Kusari or the Zoners, so we would of course expect the same vigilance from the Zoners as has been shown in Omeag-49, after all any Bretonians or Outcasts in this space can only be causing trouble since there are no other bases for them to head to.
We would also like to point out Ames Research Station in the system of Kepler which has houses many vessels that have attacked Samura over the years.
Will you show the same respect there as well.
Again the only base in the system, any criminals of Kusari in system must be heading to resupply since there is no where else for them to go.
In short by making this stance I would expect you to stick with it.
We have made a statement supporting your need to remain neutral as is your right but this recent attack has shown a strange way of remaining neutral, please show the same respect for all concerned.

We offer this assurance, our pilots who enter 49 whilst under fire will make for the nearest point of exit from the system, we shall not dock with Gran Canaria or Lanzarote or enter the NFZ. We do not wish to upset the balance of Zoner neutrality we only wish to ensure our pilots are not lost. Yes it turns out the pilot of the Shimikaze is fine and well.
Concerning the demise of the BAF pilot, Corsairs do not hate us as they do the Bretonians, but neither are we favoured by them. I'm sure that should we have been there with a miner or transport once the BAF was gone we would soon have found ourselves relieved of our ore.

We understand your wishes to remain out of this argument, but we are worried that you accept the Mollys as a legitimate owner of Dublin when even their own House does not. Allow me to present you with the reason why the mere presence of your economic warfare fleet in Omega 49 is a violation of Zoner neutrality and hospitality:
This here is a part out of the Port Jackson Treaty between the government of Gran Canaria and the Bretonian Crown:
' Wrote:3. The United Kingdom of Bretonia shall not call into dispute the Council's sovereignty over either the Omega-49 system or Planet Gran Canaria, nor will vessels of the Royal Bretonian Armed Forces enter the Omega-49 system without the express approval of the Council.
As long as there is no Zoner vessel in Omega 49 aware of any pursuit going on, your little fleet could simply enter Omega 49 and wave their collective posteriors at a whole fleet of BAF ships which would be forced to stop at the other side of the jumphole.
This is no different than any of your vessels running into a No Fire Zone while under fire. The only ones who have a claim to 'moan' about Zoner neutrality in this mess would be the BAF, as by the treaty they are at a disadvantage over your ships.
Now in order to make sure that no party gains any advantage over the other, your economic warfare fleet will have to stay out of Omega 49... unless of course you want to force the Gran Canarian government to make an amendment to the Port Jackson treaty to close the loophole your ships are abusing.
Now before you start shouting bloody murder, mind that this only affects the ships involved in this mining operation in Molly and Bretonian space. Would they conduct mining operations inside Omega 49 - with the Gran Canarian governments permission - or simply blockade run through hostile territory to trade with our bases, then there would be no such issue as long as all NFZ regulations are observed.
Furthermore you can rest assured that any vessel of bretonian origin abusing Freeport 6's No Fire Zone will be given the same treatment. We make no exceptions, not even for our allies of the GMG or the Order.

Perhaps I am misunderstanding the information provided by Cpt. Vanessa Duke, but I am under the impression that all Plutonium shipments Kishiro vessels would be bringing to Gran Canaria are hereby blocked, and all supplies Samura would be bringing are blocked as well?
More light could be shed to this decision and explain to Kusari Keiretsus how is it possible that Zoner ships are more than welcome to come to Kusari taking all the supplies they need and yet, deny us to do the same?
With Corsairs abusing our hospitality at one side, one must wonder. Is this behavior contagious and something is spreading trough Omega systems?
As for Kusari being far from Omega 49, I am not aware who should be on the recieving end of your statement. Your charts or Kusari, since from Kusarian system Leeds to Omega 49 is one, war divided, scum infested, gold filled system.
