1. Description
The Outcast Naval Intelligence Agency is the Intelligence Service of the outcast nation, taking care of the domestic, external and security-political affairs. It’s under the control of the Navy Department and reports directly to the commander-in-chief (Administrator Jameson).
At home the ONI alleviates political tensions and provides a stable political situation. Also the ONI defends all facilities of military importance. Abroad the ONI collects information about enemies, commercial partners, even allied factions and accomplishes external covert operations. Also the ONI assists the navy in military operations.
ONI agents have to pass through a special training program and only the best recruits are allowed to wear the ONI ensign and take over tasks of national relevance.
2. History
Rumour has it that the agency existed from the beginning of the outcast nation. Essentially no one knows the exact date of creation. Some say it was founded by Bernard Fokke after he took over the admiral position. He separated intelligence operations from normal military operations, so the ONI officially was born.
The director of the Outcast Naval Intelligence today is Ramon Sastre who obtained this position 810 AS
Regarding the fact that ONI agents are operating all over Sirius they don’t reveal their real names.

4. permissible crafts & equipment
ONI agents prefer to use the "Switchblade" (Borderworlds series QX) or Scimitar (Borderworlds Series CX). In certain circumstances (special operations) agents are allowed to pilot a “Sabre” or a “Falcata”.
For covert operations civilian fighters are allowed too (Hawk, Falcon, etc.).
The ONI do not possess any capital ships.
ONI agents can use all outcast produced weaponary and civilian shieldbusters.

primarily the outcast territory including borders.

I know this is not something new or special ... but i think the outcasts deserve a nearly autonomous (see description) intelligence service. So dont be too cruel :P

I agree that the idea of an outcast intelligence service is a nice one. But I see many problems.
- there is something like an organization of outcast spies: all cardi-smugglers will surely inform the outcast leadership about important news out of the other systems (except corsair and Order systems) => some of your agents should act as smugglers, but most agents have to work in an office, where they analyze the incoming information
- how will you manage the providing of a stable political situation?
- if they should support the Maltese Navy, in which way shall they do it (if it's just working under military command. ther is no need for them; if they act in covert missions it's not useful to mark them by [NI])
Don't misunderstand me, I don't want to run your idea down. I just think there are always problems with the establishing of secret services. Because they act invisibly , it's difficult to fit such a faction in .

The faction idea sounds more like a wing of say, the 101st (who actually have an intelligence wing) than a separate faction. Why not just try to join the 101st or SoB?
As for the faction status itself.. You obviously didn't feed it enough. Try to fleshen it out some more to show that you're actually serious about this.
This isnt about him though. Like Edmund said, idea is nice, but like Mike said, 101st which you are already part of, really have intelligence wing, among their wings.

I know that most of the "intelligence" work is done in the office (collecting & preparing information, etc..).
The problem is: if you want to perform a covert operation you'll need a inconspicuous vessel, a non-outcast-tag and a "fake" ID (Special Operative ID doesnt work here i think).
