PRIORITY:Low ENCRYPTION:Low IDENTIFICATION: Polizeikadett Karayn Taran SOURCE: Brandenburg Base, New Berlin SUBJECT: Official Requisition of Updated Handbook REFERENCE: Patrol Report 002, Incidents 001 and 004
During my previous patrol, I encountered two vessels, one suspected of Liberty origin due to visual identification, the other confirmed through submitted scans, that were not in appearance of carrying Liberty Identification, again one confirmed. See Patrol Report - 002, Incidents 001 and 004 for the full report of the encounters. During those incidents, I found my handbook that I was issued out of the Academy to be insufficient in upholding Rheinland Law in regards to Liberty vessels and/or weapons of Gunboat size or smaller without Liberty Military or Law Enforcement Identification.
I believe my handbook was printed during the time of open hostilities with Liberty, due to references of the Liberty Navy and Security Force being referred to as "known hostile" alongside only otherwise unlawful factions (Note: I am unsure if this is in error as I am not familiar with the full accords of the peace agreement after hostilities ceased, which I will attempt to locate after submission of this requisition.), as well as references to payments to Officers specifically for destroying or arresting Liberty and only Liberty vessels in the same context as pirates. I also believe that references to the embargo with Liberty are outdated due to the peace agreement, as my previous employer "Captain" Rolann Werfel II has reported no issue with Liberty or Rheinland Law Enforcement carrying legal cargo (defined by the respective laws) to and from Liberty space.
The official document on Rheinland Law does not specifically make mention to Liberty equipment or vessels in Article 2.§2: Unlawful Activities, nor Article 3: Trade Regulations. In fact, the word "Liberty" is not mentioned in Rheinland Law once in its entirety.
Here are the attached quotes from the handbook that I am requesting to be reviewed.
