During my previous patrol, I encountered two vessels, one suspected of Liberty origin due to visual identification, the other confirmed through submitted scans, that were not in appearance of carrying Liberty Identification, again one confirmed. See Patrol Report - 002, Incidents 001 and 004 for the full report of the encounters. During those incidents, I found my handbook that I was issued out of the Academy to be insufficient in upholding Rheinland Law in regards to Liberty vessels and/or weapons of Gunboat size or smaller without Liberty Military or Law Enforcement Identification.
I believe my handbook was printed during the time of open hostilities with Liberty, due to references of the Liberty Navy and Security Force being referred to as "known hostile" alongside only otherwise unlawful factions (Note: I am unsure if this is in error as I am not familiar with the full accords of the peace agreement after hostilities ceased, which I will attempt to locate after submission of this requisition.), as well as references to payments to Officers specifically for destroying or arresting Liberty and only Liberty vessels in the same context as pirates. I also believe that references to the embargo with Liberty are outdated due to the peace agreement, as my previous employer "Captain" Rolann Werfel II has reported no issue with Liberty or Rheinland Law Enforcement carrying legal cargo (defined by the respective laws) to and from Liberty space.
The official document on Rheinland Law does not specifically make mention to Liberty equipment or vessels in Article 2.§2: Unlawful Activities, nor Article 3: Trade Regulations. In fact, the word "Liberty" is not mentioned in Rheinland Law once in its entirety.
Here are the attached quotes from the handbook that I am requesting to be reviewed.

I'd like to thank my superiors for taking the time to review this requisition, and hope that the Rheinland Federal Polizei can become an even more effective Law Enforcement Agency because of it.
Two incidents to report today, but both were routine and without violation.
INCIDENT REPORT - 001
I spent some time in VR training to become more comfortable with my flight controls that were adjusted after my Initial Patrol as per recommendation by Wachmann Krupp. After some time patrolling the New Berlin system without incident, I picked up a possible Rheinland Gunboat being piloted by non-registered crew on TLAGS. I suspected it was not a registered vessel as the ship had no tags appended to its callsign "Manticor", but it could have just been a new vessel without a properly configured callsign. I moved to investigate, but the ship disappeared from TLAGS so I declined to investigate further, as there was potentially no incident at all.
I then encountered a Republikanische Großspedition (Republican Shipping subsidiary) vessel "RGS)Quickborn" near Brandenburg. I did not immediately recognize the name of the subsidiary, so my communications with the vessel were brief as I focused attention to my console in an attempt to research the tag, which was not successful until writing this report. I quickly scanned the vessel and found that everything was in order. The RGS vessel reported that it had encountered a pirate vessel during its travels. I inquired if it was a gunboat, with hope of resuming investigation of the previous TLAGS contact, but was informed it had a different callsign "JuneJade" and was not of gunboat size. I had not seen the reported vessel on TLAGS since I began my patrol, so I declined to investigate further and resume a standard patrol as the RGS vessel was leaving the area. I declined to offer escort to the vessel, as I was more concerned with encountering either two suspected violators on my patrol route at this time.
Note that my previous employer at ALG, "Captain" Rolann Werfel II unofficially reported to me that he encountered the vessel "JuneJade" the day before, but declined to file an official report.

INCIDENT REPORT - 002
I spent apx 20 minutes patrolling without incident, watching TLAGS scans. One returned a possible ship mounting restricted weaponry, but on local scan was a Polizei officer of a different department, callsign "Wiese" for future reference. The vessel declined to communicate when hailed, and as it was Polizei I let it go about its business.
I returned to Planet New Berlin, as I was informed Wachmann Krupp was launching to space for a limited-duration patrol. TLAGS returned scan of a Junker heading toward New Berlin from Frankfurt, and we opted to intercept the vessel to determine its motives, as even though Junkers are allowed freely in Rheinland space, they are an organisation that is suspected of routinely violating the law. The Junker vessel was intercepted at the Frankfurt jump gate, scanned (see guncam footage below), and found to not be in violation of the law. During our communication, the Wachmann detected a potential violator on his scanners, but opted to not press investigation to assist me with the escort. The vessel claimed that it was heading to the Puerto Rico system, so I asked if it needed an escort through Rheinland space. The Junker said it was not necessary, but did not decline, so I decided to escort it to the Hudson jump gate in Hamburg to ensure that it stayed within the bounds of the law, and to impress upon it the authority of the Rheinland Federal Polizei. The vessel was escorted to the Hudson jump gate without incident. Wachmann Krupp and I both opted to RTB to end our patrol.

Guten Tag,
Roughly two standard hours ago, As of the time of this report, I received an emergency order to scramble in a bomber craft from Brandenburg base to deal with a Hessian Cruiser in the New Berlin system. Temporarily requisitioning a Bergelmir, I scramble to intercept and assist a pilot already engaging with it. The Hessian proved quite ill disposed and unpleasant, and would not comply with any stated orders. With all other possibilities failing, and the Hessian's position close to the Trade Lane, the decision was made to neutralize the threat. I engaged the Hessian 'Vidar' class cruiser, and thanks to the Bergelmir's agility was able to outmaneuver and destroy him. I engaged in a limited situations patrol afterward, and returned the Bergelmir to Brandenburg Base, with no further threats on scanners.
Since my last report, I have been spending most of my time on duty working on my piloting skills in the virtual reality simulators at Brandenburg, and am glad to report that I am feeling much more comfortable behind the controls of my vessel. Enough so to return to patrolling in real space.
My patrol began with a TLAGS ping of three Junker vessels armed with gunboat weapons carrying possibly restricted land vehicles leaving Munich and heading through Frankfurt, most likely on a course to either New Berlin or through the jump hole to Dresden. As my Phantom was not equipped to handle any ship with gunboat weapons, let alone three of them, I put out a call on RFP channels for assistance. Before I could proceed further, TLAGS also picked up a Red Hessian Battleship (Callsign: RHB-Frankfurt) in Frankfurt, jumping into New Berlin. I again requested assistance, and was informed the Chemnitz was en route, as well as that I was to attempt to stall the battleship.
On the way, I encountered a Zoner (callsign: IDS|Valiant-1) who offered to assist with intercepting the Hessian. I left Brandenburg, met with the Zoner near the Battleship Strausberg, and together we moved toward the Dresden jump gate. By this time, the Hessian Battleship had disappeared from TLAGS, and is suspected to have jumped to Dresden and docked with a Hessian base in the system. The Zoner made a cryptic remark regarding the nature of trust, but I took little notice of it as my scans had shown everything mounted to the vessel was within Rheinland law. The Zoner left without further incident. At this point, Oberst Wolthers launched from Brandenburg in a Bergelmir, and the Chemnitz returned to base.

INCIDENT REPORT - 001
I moved to meet with Oberst Wolthers over Planet New Berlin, where we soon encountered a Daumann gunboat (callsign: DHC-Adler.von.Lubeck) launching from the planet. The Oberst inquired about the vessel's registration. The matter was soon dropped in favor of further investigation, which will be continued in this Incident Report, due to the Oberst receiving information about Red Hessian vessels in Omega-7, and chose to press the DHC vessel into our service for the time being as its weaponry was needed to uphold the law. Detektiv Kruppstahl arrived at the scene, and advised a passing Freelancer (callsign: Casz146) about an issue with its IFF, which the Freelancer acknowledged and docked to fix.
Continuing the investigation into the legal status of the Daumann gunboat, I've noticed that the Rheinland Restricted Ships Registry shows that DHC does not have permission to own Oder-Class Gunboats, and recommend that this vessel be shown the full extent of Rheinland Law should it be encountered again. It is interesting to note that another individual by the name of Albert von Lubeck filed a request for permission to pilot two Oder Gunboats earlier this year, under employment of a Republican Shipping subsidiary Red Star Exports, but was promptly denied. I also recommend investigation into the possible relationship between this individual and the Daumann pilot.

Detektiv Kruppstahl declined to join our patrol, so Oberst Wolthers, the DHC gunboat, and I took the trade lanes to Omega-7 to investigate the reports of Hessians in the system. The Oberst took point once we arrived in the system, and encountered the Hessians just as they were jumping through the gate to Omega-3. We lost contact with the DHC gunboat at this time. Also present at the jump gate was the Zoner vessel I encountered earlier, IDS|Valiant-1, which claimed to be simply observing the area, and was warned by the Oberst to leave the area due to the Hessian vessels. The Zoner claimed that the Hessians had damaged the gate upon jumping, causing them to recognize it as a hostile vessel and open fire. The Zoner then left the area to seek repairs for its vessel.
Oberst Wolthers recommended we return to Stuttgart to continue our patrol, but on the way we encountered... well, it looked like a Bergelmir, and the pilot claimed to be "Agent Urteil" of the MND. The Agent halted our attempt to leave the area by disrupting the trade lane, and informed us that the Oberst was being placed under arrest for treason without further evidence. Besides how ridiculous the charge was, something seemed... wrong is the best way to describe it I suppose, with the Agent's manner of speech. Like listening to a voice in a holo-vid, it sounds perfect, but your instinct still says something isn't right. The Oberst challenged the authority of the arrest and requested a trial by RFP leadership, as would be proper conduct if the treason charges had any merit, but the Agent denied his request and opened fire.
I stood by completely dumbfounded at what I was seeing. Rheinland government vessels firing on one another? This is not the Rheinland I've known all my life. The Agent attempted to coerce me into helping disable the Oberst's vessel, but I refused as I believed it was attempting an illegal arrest. I informed all present that my allegiance was with the RFP and the Oberst, and I awaited his order to engage. The Oberst gave me clearance to arm weapons, and battle commenced for appx. 8 minutes before the Oberst obliterated the Agent's vessel.
After the battle, I scanned possible Nomad technology in the wreckage of the Agent's vessel, which the Oberst tractored aboard. We returned to Border Station Ulm to drop off what wreckage we were able to retrieve, to be analyzed and cataloged by the RFP. The implications of this is unsettling, to say the least. Is the MND experimenting with Nomad technology, or is it something even more sinister? Sadly, this is not something I can answer, but hopefully our forensics teams can. As to the charges leveled against the Oberst, I refuse to accept their validity without submission of evidence and a proper trial. The question still remains as to why those charges were issued in the first place, but that is for RFP Internal Affairs to investigate.

Immediately after Oberst Wolthers and I launched from Border Station Ulm, the three Red Hessian Cruisers (Callsigns: RHC-Kamenz, RHC-Schwimmenwagen, Draco) that we saw in Omega-7 jumped into Stuttgart right in front of us. We moved to intercept, but the Hessians made no attempt to halt or divert their course. The Oberst engaged the vessels first, followed shortly by me. I lined myself up to fire on one of the cruisers... and my vessel was almost instantly disabled by just a few hits. The last I saw of the encounter from my escape pod was the Oberst pursuing the three cruisers on his own. After I was retrieved and brought to Border Station Ulm for debriefing, I was informed that the Oberst successfully chased the Hessians out of Stuttgart without further casualty.

The Unioners' activity increased, as it seems. On my patrol a few hours ago, my scanners picked up two of them. They even expanded their area of operations to Frankfurt system. When I found them, they were patrolling alongside a Corsair. After a conversation about Rheinland and the usual propaganda of our beloved criminals, I managed to take out one of the Unioners and the Corsair. The remaining Unioner escaped before the fight had begun. If he would've engaged me as well, I probably wouldn't have returned to any installation with my Wraith being intact.

hiermit I would like to announce the recent promotions. Due to lack of order in the office I've recently been assigned to, the promotions are delayed.

Kadett Elvira Winter, you have performed well in the Sondereinsatzkommando (SEK) Bergelmir you've been granted access to. You are hereby promoted to rank Wachmann, since your talents would be wasted as Kadett.
Wachmann Alexander Krupp, you are probably in the hospital as I write this. We hope you recover soon to head back to duty. The time you spend with the recovery will be paid, of course. You've gone through a lot of trouble, and you can proudly call yourself Detektiv from now on. With the privileges, there also come some responsibilities with that title. Congratulations, and good luck out there.
As always, we will continue with the activity awards of the last two months. Unfortunately, there have been some errors in our internal database that caused a delay of one month.

Guten Abend,
This is Detektiv Krupp, I'm still getting new to that title though. I can say, I've had a busy day. I'm only now getting back into the saddle, and I'm already right back in the thick of things. After being released from the Hospital, and doing some more administrative tasks for the RFP, I finally settled into my newly issued Wraith. Less than an hour later, I'm chasing through Rheinland hot on the heels of a Slaver.
After Multiple issues to stall his engines and answer some question, the primary one being exactly why he had thought to not only enslave human beings, but to actually bring them into Rheinland. He not only refused to answer questioning, but opened fire on me. I had little choice, to save the poor civilian's lives, as well as my own, but to destroy the transport. Luckily, no loss of life occurred, a passing ALG vessel assisted in the transportation of the civilians back to New Berlin, where they may enter in for repatriation.

Guten Abend,
This is Detektiv Krupp, again. I was not expecting the need to format another report this evening, however, this event I feel needs particular coverage. While I was headed to New Berlin to re-fuel and return to patrol, I was approach by a fellow Officer, using the codename 'Wespe' as their callsign. They asked me to assist them on a patrol, which I was more than willing to do, however, something peculiar happened.
The Pilot of the previously destroyed Transport, approached me in a Military Vessel, with appropriate ID papers and all. Not only did he threaten me with vengeance over his destroyed transport, but also questioned my right to to enforce the law within Rheinland, as well as the presence of BDM Agent Erika Keller.
The Situation seemed tense, that was, until a Liberty Rogue of all things exited from the trade lane, and began to fly past us. Ignoring Multiple hails and communications, as well as questioning about his Presence in Rheinland, he fled legal arrest. I, accompanied by the Frau Keller pursued him, all the way to Hamburg, where he was finally disabled.
With that handled, I have formatted this report, and am now returning to patrol with Offizier 'Wespe'. I will be questioning the Rogue in his Cell at a later date.
