I've already written this on my welcome post but I figured here would be a better place for this part, plus I wanted to add some things.

As I've looked into it, I can see why I've seen no Vigilante IDs. The restrictions are tremendous. However, I just wanted to clarify some points of the ID I wasn't sure of and provide my thoughts on them.
"Can hunt pirates and terrorists anywhere in Sirius except for the Omicron systems"
-Does this mean Vigilante IDs cannot go into Omicron systems at all or just not attack pirates or terrorists while in them?
"Cannot use ANY unlawful equipment or weapons (including Nomad weapons)"
-Does this mean that vigilantes can only use civilian weapons? Are bomber weapons (guns, turrets, and torpedoes) considered civilian? Or would any of them count as unlawful for a vigilante?
"Cannot trade or escort traders"
-As I mentioned in my other post, does following a trader without their knowledge count as "escorting"? Is protecting any trader from a pirating act considered escorting as well?
"Players using the Vigilante ID MUST have a lawful tag/IFF and their equipment and area of operation must also reflect their tag."
-Does a freelancer tag meet this requirement? Or an IMG tag? If I have the IMG tag, can I use IMG ships (with their permission)? What exactly is the area of operation for those two tags? Can I just go anywhere?
"Can only land on Bounty Hunter, Zoner, IMG, Neutral, and Freelancer bases"
-Since most bombers and their torpedo weapons are mostly found on Guard bases, can I land on a respective Guard base of those factions if I ask for their permission?
"Cannot ally with anyone except other Vigilantes"
What counts as allying? Just fighting along side? Can we speak on civilized terms? Make deals or agreements? For example, I try cleaning up their space of pirate activity if they agree to leave me alone or allow me to use their equipment.
My idea was that I'd be a vigilante/hero type. I would like to fly, if possible, the IMG bomber because it is slick looking, intimidating, and I could roleplay a reason for having it since I would have to be docking with IMG bases regularly. I could say I got it out of an agreement with the IMG to hunt pirates around their bases and pay them an extra fee for owning it. I rarely have ever even seen the ship being used which would also be a great vehicle for a vigilante. It's like the Batmobile:P. My character would be based on outlaws of westerns that saved caravans and civilians from Indians and other bandits, except here it would be traders. My history would be that my family was killed while living on an IMG base (or Freeport base) that was attacked by Outcasts or pirates, and thus, my motivation for seeking them out and protecting traders.
Perhaps many of these rule oriented questions would be best suited to an admin, but any feedback at all is appreciated. If all goes well, I plan on keeping a diary/journal of the character and his thoughts, feelings, and encounters, as well as provide some insight into his history and motivations.
Please let me know what I need to do to make this all possible.

Lucky you I just browsed trough here. I'm one of the very few active Vigilantes on Discovery. The in-game name is J.Adams so feel free to contact me in-game if you'd like.
To answer your questions.
- You can go into the Omicron systems, but you cannot actively hunt pirates there.
- The weaponry has to match your characters background and/or IFF, request weaponry from official factions if you want them. Or make the weaponry match your IFF (I've requested Bounty Hunter weapons, due to our common enemy's)
- You can't fly along with the traders on their complete route, that will be seen as escorting in my eyes. What you can do is checking pirate hot spots to see if their hacking any trade lanes. Find out what the most active trade route is and just fly it on your own.
- A Freelancer IFF is not really the way to go, it's pretty much known to be to PvP based when you do this. The IFF must match your characters background, so if you don't have one it's better if you do. For instance, my character has been in the Universal for awhile, but has gone Vigilante over several reasons. My transmitter still sends out the Universal IFF even though I am not under direct control of Universal command. (I'm still flying their ship) If you want the IMG there should be a good reason why. Also your area of operations is much decided by your IFF, meaning you can't go anywhere you want to without a very good reason.
- Allying is actively grouping up to hunt down the 'bad guys' if you see a Navy Officer getting attacked by two pirates you can decide to attack the pirates (not assist the officer) or just let this one slip.
Please take note that everything you do must be in perfect role play. Meaning you need a solid reason why you do what you do. Forum RP and in-game RP is a must if you want to make it as a Vigilante.
Also, repair for lonely times, it's not a road full of friends and allies, you have to stick to it if you want to make it.
