Second, the Captain's Attitude was wrong. Completely out of the Rail. He has shown no Respect towards my Rank and Work. He was lacking of Authority. Also not following my Orders
Third, I acted in Selfdefense. After I have shot several Cruise Disruptors to change the Transport's Course it fired upon me. Which again is another hit against our Law. The Ship was destroyed, together with it's Cargo. The Crew survived, some of them were injured. Just a few Scratches.
Fourth, you have fired upon me. That was a wrong Decision. You are calling me a Rogue Officer, you havent been helping me while I was under fire by two Outcast Fighters. Two other Decisions you have chosen wrong. Today I already hunted down a rogue Liberty Navy Carrier Captain, now you tell me I am one of those? I concede my point that Interspace is allowed through the border. That is my bad. This does not however change the illegality your actions, as Embargo protocols may not be enacted in NY.
I witnessed the ship comply with your demands to be scanned. You had no authority to act embargo protocol in NY as he was not about to enter Bering or Hudson. After you continued to issue illegally enacted embargo protocol demands - after I cleared the ship for safe passage onwards, he repeatedly tried to move on. Each attempt to move along peaceably was responded to with your continued aggressive cruise disrupting. Despite both my repeated warnings for you to stand down on your illegal continued stoppage and his requests for you to allow him to move peaceably along, you continued your aggression. From my vantage point, I saw you, as a bomber, fire first on the civilian cargo ship after which he returned fire. After both of you exchanged shots, I called for both of you to cease fire. The civilian ship did, you did not. You continued to fire upon him as I repeatedly called for you to cease your fire. I then issued an ultimatum, demanding that you cease your illegal assault on a law abiding and cooperative civilian or be engaged - at which you refused in a very discourteous manner as you continued to strafe the civilian cargo ship. When you destroyed the civilian cargo ship, you fled the scene - despite my calls for you to remain, at which point, I warned other LN and civilian ships of you.

Oh, and while we're on the subject of attitude - earlier you ordered me around, along with several other officers. You got angry when neither I, nor any of the other officers followed your orders. I'd like to clarify that you are not my superior. I respond only to polite suggestions from fellow officers or orders from members of the primary fleet, contrary to what your sense of entitlement may lead you to believe.
As a fellow (I use this term cautiously) enforcer of the law, you must understand that the burden of proof rests upon us. We must catch a violation of the law before we can act.

The answer is yes. What you should have done was to follow him until he actually broke the law before you destroyed him for it. It is because of overly aggressive actions like these that our law-keeping organization retains such a bad name.

I have the authority to order breakers of the law to cease their illegal activities. The civilian fired back in self defense as a legal response to hostile actions taken by you.
I was not ordering you to cease your illegal assault on a civilian ship, which you opened fire upon first, as a superior but as an enforcer of the law to a criminal.
