As for the border, it was a simple lasso tool and then inverse with a cut off the edge. Then cut and pasted into a new document and saved as a GIF for the transparent background.

Honestly, the edge looks much too smooth/clean to be a tear. Remember that fabric frays, unlike paper. Try using a rough brush to erase a bit more of the edge and make it more ragged and a small pattern to make loose threads. If you want it to look like a piece of canvas torn from an old painting, you'll have to make the fabric filter much subtler and scale it down more (higher threadcount). Before you do that, put the image that you're using through the oil painting filter. It works decently.
