Aiight, yeah, I'd go for that too.
It'd be nice to be able to restrict the cargo they can use as well.
IE: Passengers, Prisoners, etc. Plus a SMALL amount of other commodities.
Though I don't know if that's possible.
Wait, if you restrict it to police only, we'd need a police guy on station for a military engagement RP? Why wouldn't the military have its hands in such high-value cargo?
Well, the main reason I like giving it to the police is an OoRP reason.... police factions need more activity. Something like this might Give Players a reason to RP as police.

If that was the intention, why is it a "civilian" ship capable of being piloted by military guards in the first place?
I mean I agree with you but we already have limited stuff like the Mjolnir, and they have authority over local system affairs. If people don't want to join the Police I think it's because the police 'are' nerfed military; it's the same way in real life.
The concept of a dedicated Police ship, equals win. I feel it needs more defensive rather than offensive capabilities though. Bigger shield and armour rather than bigger guns.
I think the major problem with buffing it is turning the thing into a poor mans cruisers. It would be awful if we started seeing police patrolling system in Prison liners.
I have to say I like the prison liner as an RP ship, probably because I myself used it and plan on doing so again. It has a mystique and it has a wide variety of options do to the not over cumbersome restrictions and the fact that you don't see them flying all over the place.
Now the idea of a beefed up version for police/military guard only does sound interesting, but I think replacing it with that would make it a little overly restricted. Why not just do and advanced prison liner. The infocard does say some are decommissioned ships while others are engineered from scratch. The advanced could be the 2nd type and could even use the same model, like the defender and the guardian.

hmm.. I see your point... maybe give it the same rule as cruisers and battleships? *no attacking transports* This idea is so wonderful! >.< Dont want to see it die!
