Just wonder why some people operate in systems where their faction never comes. Officialy. With raids I understand but with taxing?
When you go to your nav map select a system with right mouse button and click '?' icon you can see who operates in that system.
For example New Tokyo. under Criminals Outcasts aren't shown. But yet sometimes I have encounterd a outcast there pirating. Wonder if this is allowed and when it is should it be disallowed (<-- not sure if that's a word)
i belive that pirates can pirate everywhere they want, it is in my oppinion their life style. That doesnt mean that other pirates should let them. Since unlawful groups have also friend/foe concept, they can very well push em out in RP or cooperate if ID alows it. Anyway except weirdos like xenos all unlawful factions are puppets of either corsairs or outcasts so their presence in their system is justified (dont count gallia but that area is totally out of game anyway).
For example Corsairs cannot pirate in Taus, but can pirate in Dublin, Leeds, Cambridge and New London probably.
Corsair cannot pirate in Magellan, or liberty or gallia or whatever. There are bounds. if you feel someone is out of their place, feel free to report it.
General rule of thumb is if they're not where they're supposed to be or normally operate, then the pirate shouldn't be pirating there. Going to visit your Great Aunt Matilda that lives somewhere is fine - actually starting trouble and pirating where you wouldn't be expected to be starting trouble and pirating is not.
For example, a Lane Hacker might visit Omega 49 to purchase weapons from Gran Canaria. However, that's very much out of his ZOI for actually DOING anything to anyone there.

Completely right (no suprise...).
Pirate IDs may travel, and there are a few odd ones, but overall it comes down to common sense too.
I actually Don't enjoy seeing outcasts in KU I am very big about starting to push them out. Even the 'Sails' need to get out. This is just speaking Rping wise, constructively I don't care.

I was pwnt by a sair right outside gran canaria. Had zoner ID/IFF, he pwnt me right there, took all the stuff and SOLD IT AT THE SAME FRICKIN PLANET.
Yes ZOI exists but no one really follows them. Except capship operators like me because we have to.
