Mister Sylpheed, I am well aware of the current state of things between your organization, and the Maltese Nation, I have also witnessed myself, during previous trips to Liberty, many Secondary, or Non-Maltese Fleet Outcast pilots, stepping all over the Liberty Rogues, getting Liberty Rogues killed, or preventing the Liberty Rogues from conducting...business, in their own home system!
Whether it be because these Outcast pilots have brought incredible amounts of capital class vessels that they...somehow obtained...or whether it be because these Outcast pilots in question were simple-minded morons who have no respect for the Liberty Rogues, who up to now have been very decent hosts to our pilots...
Anyway, in the wake of your recent declarations, I humbly come to you, and your Rogues with a request, and a few promises should this request be accepted, Of course, if it's not accepted I will understand completely, but here it goes.
I would like to request permission, for only two ships, my Sabre, and the Tridente Gunship belonging to my cousin Vincente Alderez, to enter and operate -- Discreetly of course, within Libertonian systems. With this request I also submit an offer for a monetary deal, of a...reasonable sum, which I would leave to you to determine, we would buy our privilege to enter Libertonian space.
As for the promises I mentioned, if allowed to enter Libertonian space we would:
Absolutely not, interfere with Liberty Rogue business and would leave a lane or target at their request.
Absolutely not, launch attacks on Naval, Police or Security Forces vessels unless fired upon first by them, as we do not wish to bring harsh reprisals down on your people.
We would even avoid docking on Liberty Rogue bases without your express permission, choosing instead to dock on one of the Freeports in Liberty's border systems, or on a Junker base.
All this of course, if you even decide to allow my cousin and I the privilege to enter your space and prove to you that not all of us 'Non-Fleet' pilots of La Nacion De Malta are incompetent morons.

Maria,
Understand that it is not about permission to fly with in Liberty, it is about trust. If we don't trust you, then we can't give you permission to fly around our space. However, I will be reasonable, afterall you can't gain our trust if you never have the chance to.
I will grant you access to Liberty Space and Liberty Rogue bases on a provisionary basis, but for your Sabre only. The Tridente will stay out of Liberty until you've gained our trust. Do your best to assist and work with the Liberty Rogues, impress us, and we'll let you stay.
If you've already worked with a Liberty Rogue in the past and gained their trust, you can get them to vouch for you which will help speed up the process.

Miss Jones, for this opportunity, and your faith in allowing me the chance to earn the trust of your organization, you have my gratitude. Not being able to operate in Liberty would have been a great misfortune for me. I will make sure I don't step on the toes of the Liberty Rogues, nor will I bring the Navy knocking on your doors, I have always been careful in those regards and will continue to be so long as I operate in Liberty.
Allowing me docking rights on Rogue stations is another thing that I am grateful you have trusted me with, and you have my word that I will never lead anyone who doesn't belong, back to your home with me...Again, I'm glad you've given me this chance, I will however pass on word to my cousin that he may not yet operate within Liberty space.

It looks like my cousin forgot to mention that the Tridente isn't the only ship I pilot! I also have a Sabre that I fly quite often, and I would be more than willing to remain in it as my cousin and I come to Liberty. I worry about her sometimes, so I dislike letting her go somewhere without me there as well, so, I was wondering if it would be allowed for me to come with her in my Sabre? I will abide by the same rules as her with no question, and I will stay out of Liberty if you choose it to be so.
