While my Identity must remain unknown for the time being I will simply go by the name that everyone else knows me as. Lan. Now then. I am currently working on the Order planet on a few of my own things while my AI works for The Order. For some reason I doubt that you in particular might have met Telzor. On the other hand, I do not doubt that at least some of your men somewhere in your army have met Telzor specially as his current read outs note that it has indeed met up and even worked with some of your men on a recent mission. Now then that is not what I have sent this communication about. I have been scanning plenty of databases and been sniffing about for all types of information that can help me with my lil bout with the Phantoms. Hell I am here on Toledo because of the current problem I am having dealing with a few of my electronics and it seems to be the place I am bothered the least by the Phantoms as I am working on my toys. Either way, I saw that the SCRA hasn't exactly had pleasant run-ins with the Phantoms and the off-putting part about it is that wherever I go for help with the Phantoms it seems they have allies. Now then, a group that is supposed to be the enemies of all having allies in groups that surround them seems to me like they are just sitting around doing nothing. The group is small but feared by so many because they don't have any form of true enemy to have to defend against. I think if we put a group in their way that they no longer have their pretty home that is so out of the way from their real enemies. Well I think their fear-factor in others might start to fade and they will lose their "Power". In case you are wondering, yes I have seen their base and I do have pictures of it along with what I have been able to figure out schematic wise just by looking at the different pictures. I am looking for Allies as I work on my plans, but for safety sake I encrypted this message so heavily that more than likely even most of your forces will not even be able to open it. I am looking for some of the highest levels of power in the SCRA and people that I can trust will not share this information. While I know this is a lengthy communication it is important that the Phantoms not realize what I am doing. On that note, this communication is so heavily encrypted that I made it quite impossible for anyone to hack into and it is a one time communication. I will be closing the channel after this and I have sent a file on how to encrypt your return message with an auto-altering encryption and I have the key that will allow me to open it personally. Now then I trust that you will keep my own little invention in encryption technology to yourself for the time being as I can not stress enough how much I would not like any repeats in Phantom tactics (aka bombing of colonies). I hope to hear from you soon. As soon as this message is completed it will delete itself. As well as any failure to access the communication it will delete itself in order to keep anyone who happens to get their hands on it from simply taking the time to break my code.

Comrade we got your message. I have one question before. Who did teach you to encrypt messages comrade? That was a futile attempt, our Commissariat broke your code without even using your key. Now lets get back to the problem at hand. Your offer is interesting one, and although Phantoms do pose some threat to our security that threat is minor.
We have enemies all across Sirius and Phantoms are just a cherry on top of our big pile of capitalist dead bodies we leave every day behind us. Well when this is said i must inform you that Coalition High Command has decided to refuse your offer. We are quite capable of dealing with that scum on our own. As for you comrade i would suggest you disappear for some time if we decrypted your message no doubt they did too. Good luck Comrade Lan. Gellantra out.
Understood sir. As far as the encryption. It was meant for you and your group. I am not surprised that someone was able to break it easily on your end though I can assure you that no one outside of the SCRA will be reading it. But for safety sake I have already moved to a new location.

I recognize that this information leak was not a mistake. So... Spasibo, Premier Katz. This is mildly interesting information. However, your decision to refusal to assist this pilot in his suicide mission is respectable. In response, I would like offer to meet with you in person, perhaps over a drink, to discuss the possibility of... future arrangements between our two organizations.
