Right now. The military has it all while the Police tries to be a military in order to keep up. This must change.

patrol the Borders
fight threats that are exclusively dedicated to destroy or sabotage the Military (in case of LN: HF, Rheinland unlawfuls)
pirate traders' cargo at front lines (Bering, Hudson, Tau 31),
deal with Aliens and Terrorists
only fight piracy if asked for assistance by the police
The military should not
scan or hunt Smugglers
pursue Smugglers for what ever reason
fight Piracy
fly SHFs
The police should
scan and hunt Smugglers
fight Piracy
fly LFs, HFs, SHFs
Defend its self from what ever wants to destroy it.
The police should not
participate in wars
fight threats that are exclusively dedicated to destroy the Military (Police cars vs Tanks anyone?)
fly VHFs, Gunboats and up
deal with Aliens or Terrorists

Change ID restrictions accordingly
Add SHFs to all police forces (they work out great for the police in rheinland. especially unstoppable when supported by LFs)

_________ Step 3: Share Members
The military and the police factions of a House should share members and obligate everyone to own a military vessel as well as a police vessel. Separate chars are required. The RP remains unchanged. So do the faction status pages. If there are no military threads, the players jump on their police chars and, obviously, police the place. If there are military threads (Wilds, Nomads, Hellfire Legion, Invaders) or if there are war exercises planned, players will squeeze some fun out of their military chars/RP/dogfights/capfights.
These recommendations are the result of a two year long observation of flawed Police-Military relations.

If anyone cares, I am no longer convinced that the police should be in any way limited when it comes to the use of fighters. I don't even think that they should be bashed for flying gunboats considering that's unlawful standard gear.
This was already attempted once. All it did was drastically increase smuggling and piracy, because none of the police factions were active except LPI, who can't manage the overwhelming amount of piracy in Liberty without LN backup. When your opponent is a 5-GB gang, your 4 LFs/VHFs/SHFs aren't going to get you anywhere.
Put simply; Tried, didn't work, reverted. A way to increase police faction activity would be great, but this method isn't a good choice for that.
It would, of course, take time for the Police to build up members. Keep in mind however that a "5.GB Gang" is not all day business and even creates problems for the navy.
However, this is one of the reason why I suggested the introduction of SHFs for the other police forces as it is capable of firing a SN as well as mounting a bunch of debs (7 or 8 guns in total, I think).

police needs a special kind of ships... like hyper light bombers... VHF agility, 1 CD, 1 snac, 2 class 8 slots, 30k energy. With low armour, HF shield and low b/b count.
something so agile it be a pain, yet still not invulnerable. The ships would be LOCKED to the police guard (like zoner whale is locked to the Zoner Guard)... ONLY Police guard can buy THEIR OWN VERSION, Noone else. Anyone else seen flying it gets their ships starflead, no exceptions.... this will make a clear message to the ones just going to buy a super police vessel, before getting their merc ID.

Sure, it can use a bunch of guns and a SNAC.. Now go try to dodge GB missiles with it.
It may have more shielding and armor, but it'll also take much more damage in a short amount of time than a bomber or VHF would.
Taking out the military's ability to fight piracy isn't a good idea. Smuggling, maybe.

But that was in coastal waters. They were wondering if, perhaps, we had drugs or maybe were involved with a little human trafficking.

Oh you rather confirm my point, since I assume that you were in a boat your self - like a Heavy Tanker or something? I also assume that the carrier and the destroyer two miles off didn't care at all whether or not you had drugs aboard.
Also, please tell me more about how that tank pulled you over. Did the gunner give you a ticket?
