The Order has Liberty guns for sale on their bases. Could a faction with a white cell to The Order get permission to use Magma Hammers from them, or would they need permission from a Liberty faction?
(There's other factions this applies to as well; Hogosha with Disinfectors, for example, though that's less extreme.)
Related to this (though I'd still love an official current-admin answer to the above, no offense Virus)...
Can a faction that sells Border Worlds ships (Outcasts, Hackers, etc.) provide them to someone with a red BW cell, or do those always have to be RPed?
The specific RP example I'm thinking of would be an Order pilot that got a Scimitar from the Bundschuh (I've heard they'll be on better terms in the next version)
They're not faction-specific, but it is known that a few factions do produce them, so I'm not sure if the lack of white cells was a universal "must be SRPed" or not.
I'd say this kind of thing is a no, because you can chain this kind of thing.
Say the Order can give Hammers to the Zoners because the Zoners are allied with the Order. The Zoners can then give Magmas they received from the Order to the GMG because the GMG and Zoners are allied. The GMG then can give the Magmas to Kishiro, because Kishiro and the GMG are allied. Kishiro then gives the KNF Magma Hammers because the KNF and Kishiro are allied. The KNF then uses Magma Hammers, a Liberty invention, to fight Bretonia, a house at peace with Liberty.
Far-fetched? Sure is. Makes sense? Yep. Would this happen? I could see it.

No you can't. There is no chain. Where are you getting a chain from this?
Liberty and Order both sell Vengeances and 'Hammers. Logically both can produce them. They're on an Order base available for sale, therefore (if the ruling supports it) it would also be considered an Order weapon for purposes of tech use.
EDIT: Dusty, if that's going to be the case for Border Worlds, then I think it should be opened up to White for a few factions. Otherwise, this supposedly more-or-less open-market shipline ends up even more restricted than most faction ships, which is bass ackwards if you ask me.
The gun question actually bothers me less than this, since I can see where it would make sense. This one... less so.

Zoners can't give granted tech further, because it's not sold on their base. And won't be, I think.
However, I believe yes, the Order can grant weapons. According to rules.

Here's the answer you're looking for - you simply have to look at the tech page:

So - those are still tagged as Liberty guns, so the only people that could give permission to use them would be Liberty factions. In RP justification is that the Order gets a limited supply of them for their own use through certain smuggling operations, but they don't get enough of them for general distribution. Sort of like you had 10 crates of AK-47's smuggled out to you - that's enough for your crew, but not enough for you to pass around to just any Jimmy Joe Larry Bob that shows up looking for one.

According to tech chart rules you can grant Liberty weapons as the Order.
IRP, the Order has technology of those weapons, as the Order was formed of pre-LSF group, the Order of Cincinattus. Quite possibly, they developed those weapons, actually. ^^

EDIT: Hit the wrong button. It's simply a case of those guns are sold there - the Order may have developed them originally, but they don't actually have the production factories there to MAKE them. They get the ones they sell there off of freighters of arms shipments from Liberty that are funneled to them by their supporters.
