All that is hardcoded on the game... It is easier to rewrite the game from scratch than adding all that.
Adding all that requires assembler programming, unless you can de-compile the source, which is impossible. Its written in C++. C code cannot be de-compiled. Only de-assembled.
Even with the source code at hand it is A LOT of work... Integrating a first person part to the game will require a new module to be added to the game... it may take a whole year to make it work...

If it is embeded to the main source, then it is not possible.
If it is a script, the only thing you have to do is add the new rules to the script. (Which might not be easy)...

Seriously, even the most ambitious projects of "freeing Freelancer modders from in-game limitations", like Openlancer or Freelimits (someone should make Openlimits I guess :) ) don't come this far.
Few know how to change Freelancer navmap background. And 3d navmap sounds cool but it's largely useless for most games, have you played Masters of Orion III? It's not very easy for a human being to analyze tactical information in 3-d. All games are actually 2d, with objects placed on different height. There's only one 'plane' where all game events take place. If there will be real 3d space with complicated connections between systems on several 'tiers', it won't be possible to understand it from top. If it will be possible to understand it from top, then 3d is not needed. In MOO III, for example, galaxy is 3d with stars located on different 'height', most of them concentrating to the central galaxy plain. Connections between stars are generated so that they never overlap (neither stars nor connections). So the map is easy to understand from default, top view. Other views are mostly 'for fun'.
Explorable bases? Well, it also sounds cool, just insers kind of 3d action into this game... I personally think that it shouldn't be done, not the most important thing for space sim.
Those ideas come from Lancersreactor , more precisely the thread tlaking about Openlancer the bigger and more impossible (to make) mod who has been purposed !

But yeah, heck ive got Modding Down and that gives me a head ache trying to understand it.
3D mapping? nahh, now putting Harder AI's is easy its a matter of uping the difficulty.
As for a more dynamic universe, umm well you could i guess build a history in game, like landmarks, monuments stuff like that.

I think he means a dinamic economy by saying a more dynamic universe...
But for dynamism... we can change some things in the systems, like the tradelanes (and jump gates) that are under construction. we can make them operational...
