As some of you might have noticed, the Rheinland Military (yes, the [RM]) is undergoing radical structural reforms, mainly involving internal changes, which has been keeping us busy for a while.
The changes will mainly concern recruitment, the ranking system, the chain of command (including a newly established high command) and the award system.
The purpose of this thread is to keep the community (mainly concerning [RM] members) informed about the upcoming and finished reforms, which will be throughly elaborated in later posts.
Here's a copy of my "to-do list", just to keep it simple.
Reestablish the High Command - done.
Reform the ranking structure and promotions - done.
Evaluate the current RM player base - pending.

Each of the points, when elaborated throughout high command consensus, will be formulated and posted up here. The changes are not official until Malexa or I implement them into the faction status post.

FAQ
Q: What rank will I get? I've done X more stuff than Y did, why does he outrank me?
A: You misunderstand the concept of the ranking system. The nature of the reforms lies exactly within re-purposing the ranks and criteria from grinding and a mean of awarding people for good performance with promotions, to a developed command structure. Good performance and role-model behavior will be rewarded with military decorations (currently being developed) instead of bestowing titles upon people. Patrol reports will be chiefly used to monitor in-game activity, however there's a potential substitute system developing for that too.
Q: OMG! Malexa quit and you're couping the RM?
A: No. Malexa is still the leader of the faction and I'm not couping anything. True, the reforms are (currently) happening under my coordination, but that does -not- mean I'm doing everything, neither does it mean I will assume full command in any way. I try to discuss every step we take with Malexa as he's available.
Q: Are these reforms -really- needed? I think the RM's working fine.
A: Yes, they are. The High Command purge was needed since the faction had literally no leadership to consider. Since the RMHC in general was inactive and things as much as I hate to admit were slipping out of our hands, we needed a new leadership. The recruitment reform is needed because we've been letting in a lot of people who oppose the very basic concept of this faction, so setting up a system that evaluates and improves recruits equally was in demand. The ranking system and the criteria needed a change, since everyone found grinding reports and kills useless and unnecessary, thus a lot of more experienced members refused to work for a promotion as well as a lot of people with potential giving up on the repetitive trial system.
Q: When will recruitment be open again?
A: I don't know. Probably when we're done with restructuring recruitment.
Q: Why did you rage quit on the roll call system?
A: It was no rage quit. We figured the system wasn't working since 1) our user base isn't large enough 2) people were not bothering to read and understand the whole thing. The roster will be updated and the promotions will be made in RMHC consensus.
Sad fact, but we have to face it. Almost the entire past RMHC went inactive months ago, thus demotions have been utilized and replacements have been chosen.

Yes, the changes in the HC happened weeks ago, with the approval of Malexa.
The ranking system has been altered. The grinding of ridiculous amounts of kills and patrol reports have been removed due to the fact that we received numerous complaints on them being unnecessary, new criteria have been established.
This system is currently undergoing discussion and testing, therefore, let me take note of the underlined part in the first post again:

Now to the point:
Flieger (Fl.):
The Flieger is the trial rank of the Rheinland Military, after passing the forum application part, the recruit automatically assumes this rank. He may equip his vessel with the [RM] tag, after obtaining the proper identification and IFF papers (example of a proper tagging is [RM]Fl.Hans.Schmidt). Once done, the Flieger has to complete an in-game evaluation period, which consists of the following:
1) Completion of two patrol reports written into the Rheinland Military messaged dump, which will evaluate the recruit’s forum role play skills.
2) Combat simulation against a superior officer (Hauptmann and above), which will evaluate the recruit’s fighting skills.
3) 4 hours flying time, monitored by the ship’s counter, which will evaluate the recruit’s in-game performance, in general.
Required ship: Wraith.
Allowed ship: Bergelmir.
During this period, superior officers will monitor the Flieger’s performance (role play, rules knowledge, team work skills) and once the criteria is all fulfilled, the Flieger may request his promotion in the appropriate forum section, with evidence of each criteria fulfilled attached.
It is the High Command’s decision whether to accept the Flieger as a full-fledged faction member, at least three members of the High Command have to agree on his permission to enter, or the Admiral alone. If a Flieger performs excellently in one of the given tasks, the Admiral reserves the authority to promote him to Gefreiter instantly.
If the Flieger commits one of the following mistakes, he will receive a warning and a chance to make a correction. Upon committing he mistake again, his trial period will be over and he will have to re-apply in a month.
- Minor rule violation (OOC on system chat, for example).
- Disobedience of superior orders (attacking a vessel against orders, for example).
- Actions opposing basic faction role play.
The Flieger has two months to fulfill the required criteria, upon failure to do so, his trial period is over and is denied from being a full-fledged Rheinwehr member.
Gefreiter (Ge.):
The common rank of the Rheinland Military, from which the pilot, fresh out of basic training commences his career. The primary aim of a Gefreiter is to obey the orders of his superiors and start climbing the ranking system.
The Gefreiter:
1) Possesses no special commanding privileges on the field (may only give orders to Fliegers).
2) Cannot lead Rheinland Military forces into Liberty incursions.
3) May perform patrols and engage Rheinland unlawfuls, as well as countering Liberty incursions within Rheinland, however summoning a superior officer to lead the fight is still highly recommended.
4) Cannot enter Sigma-13 and Omega-7 unless accompanied by a Feldwebel or above.
5) Cannot lead trade embargo checkpoints unless accompanied by a Feldwebel or above.
Mandatory promotion criteria:
- Equipped and tagged Bergelmir bomber.
- One month spent in service since the last promotion.
The Gefreiter does not request his promotion, the High Command decides whether he’s active enough (message dumps and in-game) to take the responsibility of a Feldwebel, thus they issue a promotion upon mutual agreement.
Feldwebel (Fw.):
As the backbone of the Rheinwehr fleet, the Feldwebel is the representation of Military might out in the field. Their primary aim is to preserve the integrity of Rheinland internally against armed opponents attacking, such being Red Hessians, Liberty incursions and members of the SCRA.
The Feldwebel:
1) Can enter Sigma-13 and Omega-7.
2) Can set up trade embargo checkpoints.
3) Can lead patrols consistent of Gefreiters and Fliegers within the territory of Rheinland.
4) Cannot lead Rheinland Military forces into Liberty incursions.
Promotion criteria:
- Report of 2 patrols led.
- 5 patrol reports total.
- One month spent in service since the last promotion.
Once the criteria is fulfilled, the Feldwebel may request his promotion to Oberfeldwebel in the appropriate section, listing evidence of the mandatory criteria fulfilled.
Oberfeldwebel (Of.):
The Oberfeldwebel is the final rank to be assumed before taking a command position, the highest rank without a field commander authority.
Criteria for requesting the submission for the Hauptfeldwebel evaluation period:
- 10 patrol reports total.
- Report of an embargo supervision mission led.
- Report of a victorious battle led.
- 5 kills.
- Military decoration.
- One month of service since the last promotion.
Once the criteria is fulfilled, the Oberfeldwebel may request his promotion to Hauptfeldwebel in the appropriate section, listing evidence of the mandatory criteria fulfilled.
Hauptfeldwebel (Hf.):
The Hauptfeldwebel possesses equal authority on the field as a Oberfeldwebel, as it is a trial rank for a to-be commander. During this period, the RMHC supervises the soldier’s activities and monitors the efficiency with which he is carrying out the given trial tasks.
Tasks to fulfill for the completion of the trial are the following:
- Combat simulation against a High Command member (Wraith v Wraith, Snubnose v Gunboat).
- Combat simulation of a group fight with at least 4 members.
- Completion of protocol quiz.
- Report of two patrols led.
- Participation in an incursion conducted against Liberty territory.
The completion of the given tasks is kept monitored by one High Command member, leading a list however, he does not have to be the one who assures the completion of each tasks, which can be supervised by other high command members.
Once the trial period is over, the Hauptfeldwebel assumes the position of a Leutnant. If he fails to complete the tasks within a month, he is automatically demoted to Oberfeldwebel, he may reapply for trial as two months go by.
Leutnant (Lt.):
As a commissioned officer, the Leutnant fulfills a large portion of responsibility by serving as the leader in the field.
Primary tasking:
- Evaluation of Fliegers and mid-command members.
- Coordinating large-scale engagements.
- Leading Rheinland-wide patrols.
- Organization of embargo checkpoints, escort wings, scout missions.
Promotion criteria:
- Report of a scout mission/coordinated assault led against Liberty.
- Donation of 50 million credits (because valuable positions are buyable, you know).
- 2 members evaluated OR 2 training events led.
- At least 3 military decorations.
- One month in service since the last promotion.
Once the criteria is fulfilled, the Leutnant may request his promotion to Hauptmann in the appropriate section, listing evidence of the mandatory criteria fulfilled.
Hauptmann (Hm.):
Primary tasking:
- Continued evaluation of Fliegers and mid-command members.
- Authority to conduct pvp tests.
- Organization of trainings.
- Organization of Liberty-raids.
- Field diplomacy.
- Throughout focus on keeping the Military in-game, with Liberty raids enjoying priority.
Promotion criteria:
- 5 members evaluated OR 5 training events led.
- At least 5 military decorations.
- One month in service since the last promotion.
Once the criteria is fulfilled, the Hauptmann may request his promotion to Major in the appropriate section, listing evidence of the mandatory criteria fulfilled.
Major (Maj.):
The Major is the materialization of the High command on the field, which is to be taken in the literal sense. The purpose of the rank is the following:
- All High command members are highly recommended to set up a Major character, which has an equal authority to a Vizeadmiral on the field.
- Inactive High command members automatically assume this rank until they find time to deal with High command issues again (and they prove to be worthy additions to the HC again following an evaluation period).
- Trial rank for potential High Command members.
Oberleutnant Gunther Weissman (Vrabcek) is hereby promoted to Hauptmann.
Flieger Elsa Bjorn (Elven) has been accepted to the ranks of the Rheinwehr and will be the first to commence his career on the new ranking ladder.
On the final note to the worried ex-Vizeadmirals: No, your demotion did not happen in role-play. Take it as an authority restriction, not a rank removal.
Alec did an outstanding work with this rank proposal and I want to thank him and give him the credits for it.
Without him I would not be able to present a reworked version where I have included the current mindset of several people of the community. Inside the [RM] and outside. Which means a few clever heads gave me feedback and good suggestions.

This rank also gains the pilot acces to apply for Gunboat command training school. (This requires a formal request to the High Command to be allowed to pilot a Gunboat. (Submitted story about the Gunboat)
Always keep in mind that you are a mid command officer now. Be open for all pilots to adress their problems. The men and women in the field are your responsibility! Keep them happy and alive!
Primary tasking:
- Evaluation of Fliegers and mid-command members.
- Coordinating large-scale engagements.
- Leading Rheinland-wide patrols.
- Organization of embargo checkpoints, escort wings, scout missions.

A Hauptmann should be able to autonomously do most of the tasks without a higher rank needed to push him forward.
In addition a Hauptmann should support all pilots when needed with aid, tips and training.
Conducting combat tests and rating the results is also one task of a Hauptmann.
The rank Hauptmann allows the officer to apply for the cruiser command training school on Stuttgart. (Submitted RP Story for the cruiser.)
Primary tasking:

A Major needs to be able to organize Rheinland completely on his own while on duty.
Ranging from the war efforts to the simplest trader incident in a planetary orbit.

RHEINLAND MILITARY HIGH COMMAND:
Vizeadmiral (Va.):
A Vizeadmiral is part of the Admirals closest staff. They are responsible for tactical decisions and a key figure in every command bridge on the Rheinland battleships.
This rank gives the authority to command ANY Rheinland military pilots if needed.
Faction sub-leaders, high command members. Should be self-evident.
A Rheinland Admiral is the head of command. They are responsible for various parts and systems of Rheinland. All tactical decisions, promotions, demotions and accepting new recruits are being signed by them.
The Admirals are under direct command of Kanzler Rheinhardt himself.
The Rheinland Military has an old tradition by not having an extra Fleet Admiral rank.
One of the Admirals is entrusted to be the personal military aide of the Kanzler.
This position entitles this Admiral with the complete command about the whole Rheinland fleet in the name of the current Kanzler.
The roll call system has been withdrawn, due to the lack of effectiveness it brought.

Military personnel awarded with this decoration are recognized all around Rheinland as experienced and fearsome warriors trained in the fires of war.
Awarded for: Participation in five raids conducted against Liberty forces within Bering, Hudson, Texas or New Hampshire. (Can be awarded on one count.)

Knight’s cross 3rd class:
Divided into three classes, the Knight’s cross is awarded in recognition of long-term field performance and superiority in battles, ever since the 80 years war.

Internal security decoration:
In the recent years, the different terrorist seeking to disrupt the integrity of Rheinland have gained considerable technological developments, manning ships up to cruiser-class. Often enough, the Rheinland Military is summoned to deal with internal law-preserving duties, in 808, the High Command has decided to enact an award for those soldiers who have to deal with terrorist fleets threatening the Vaterland.
Awarded for: Participation in three larger engagements (10 ships+) within the borders of Rheinland (and Omega-7), against Red Hessian, Bundschuh, LWB, SCRA and Unioner forces. (Can be awarded on one count.)

The strategic importance of taking down the officers of the opposing force has always been recognized in modern military combat, but disabling leaders of a whole fleet requires exceptional talent and fighting skills. The White Eagle is a decoration for all those who managed to strike down on the opposing force with eliminating their chief officer, delivering a crucial blow to the opposing force.

Hero of Rheinland medal:
Issued by the Chancellor himself, the Hero of Rheinland medal is the highest and most honoring award a Rheinland soldier or civilian can ever achieve. It serves as a recognition for the life-long productive commitment for the prosperity and welfare of Rheinland, in combat, in politics, or even both. Only a few Rheinland citizens ever received this decoration, chiefly former or still acting high-ranking officers of the Rheinland Military.

The Leadership excellence decoration is a medal worn by most experienced officers of the Rheinland military, who earned it by showing long-term leadership skills on the battlefield or during patrols.
Awarded for: Leading 15 patrols OR 8 victorious battles. (Can be awarded on one count.)

Following the events of the Nomad War, a fair vacancy was left among the numbers of the Rheinland politicans. Several dire diplomatic positions remained unfulfilled, thus the newly establishing Rheinland Military had to be called for aid in these dire times, employing skilled and competent young officers in the field of politics as substitutes. Since this role still stands, the Ambassador badge is awarded for anyone within the Rheinwehr who saves Rheinland by solving a crucial diplomatic situation.

Berlin’s shield decoration:
Though the major clashing points of Liberty and Rheinland forces lie in the Hamburg system, there have been notions of Liberty forces miraculously bypassing the borders of Rheinland and attacking from within. Ever since some attacks of that sort have been spotted, the Kanzleramt decided to extend the criteria of the already existing Hamburg’s shield decoration (awarded only for defending Hamburg) to apply to the whole of Rheinland, renaming it to Berlin’s shield decoration. It serves as an award for participating in any successful major defense operations against Liberty incursions.
Awarded for: Fending off a large-scale Liberty assault anywhere in Rheinland.

Combat excellence medal:
Excellence in combat has always been recognized, defeating three hostile vessels in one battle shows skill which is awarded with the appropriate medal for centuries.
Awarded for: Destruction of three enemy vessels in the same fight. (Can be awarded on multiple counts.)

Dreadnaught destruction badge:
The enormous size of the Liberty fleet has been discovered before the war with the House began, Dreadnaughts and Carriers are often employed on the frontlines both as heavy fire-support vessels and as mobile headquarters. Since compose the backbone of the opposing force, the danger they pose to Rheinland is understood, thus each encountered Liberty Dreadnaught or Carrier is marked for destruction. Since the task of taking one down is difficult, but once it’s successful, it is a key blow to the enemy fleet, a separate award has been created to reward those pilots who participate in operations resulting in the destruction of a Liberty capital ship.
Awarded for: Destruction of a Liberty Navy Dreadnaught or Carrier. Can be (and is recommended to be) claimed by several pilots participating in the destruction of one capital ship at the same time. (Can be awarded on multiple counts.)

Reconnaissance badge:
Gathering intelligence without engaging the enemy forces is just as important as the process leading to their destruction. Soldiers are encouraged to lead incursion wings with enhanced scanners to hostile territory, laying low and gathering intel on hostile fleet movements and installations. If the gathered data is deemed valuable, the MND issues a medal to the participants of these successful operations.
Awarded for: Conducting 2 non-combatant intelligence-gathering missions within Liberty-occupied territory (New Hampshire, Quebec, Minnesota, Texas, Bering, Hudson) and submitting reports on each. (Can be awarded on one count.)
