It's certainly an interesting idea. However, I think the universe, like nature, has a competitive exclusion principle.
That is, if two organisations fill the same niche, one of them is ultimately going to die. In order for the Rogues to take over as the universal friends of the pirate-world, they're going to need to have a fairly substantial campaign against the Junkers, and probably in afew cases, take over Junker bases.
In order for the Rogues to be successful in this, they're going to need to make themselves as useful to all criminal organisations around Sirius. They're going to need to start being everyone's friend, as soon as possible. That's not going to be easy, particularly as many still see them as pawns of the Outcasts. The Junkers also have allot of friends. In order to even be tolerated in previously Junker-inhabited space by forces such as the Mollys, Corsairs, Hessians, Unioners etc. they're going to need to make themselves seem even more valuable as friends, and at the same time completely undermine the Junker's support.
The latter can likely be achieved by broadly publicising the Junker-Gallia link. When people start seeing the carnage caused by Gallia in Tau space, they're going to start taking it out on the Junkers, and that could be the Rogues' ace-in-the-hole. If things get so bad that the Junkers start to be shunned by their former business partners, it may reach the stage of them choosing to relinquish their bases to "new management" to protect their livelihoods, able to continue to comb the scrap fields whilst freed from the looming threat of being driven out by hordes of angry criminals (esp. Outcasts) seeking retribution for the mess in the Taus. The Rogues could even spin the takeover of Junker Bases as being "for their protection".
This is likely to be a slow and gradual campaign though. I dont think it should happen overnight / with a new mod version.
I don't see the potential for Rogues to take over the underworld of Kusari though. Kusari is junker-free, and neither the junkers not the rogues have a place there.
The question is, do people want this? Im fairly indifferent. I think something certainly needs to change, when the Junker-Gallia link hits the public conciousness in House space. Is it fair on Junker players to have to suffer this? I dont have the answer to these questions.

underplayed groups like bundush and LWB/Unioners would certainly die out if they got the alternative to use a Rheinland Rogue, i mean, hell... RM BS is possibly the best "bully victim" for a barghest swarm.
about the order, well, order was X-LSF/LN, they know who and what the rogues are, they might be called "scoundrel and criminals" by the liberty goverment, but im pretty damn sure they'd stay away from those who have for years killed and wounded their friends.
And just exactly HOW are the Rogues going to encounter the Order in the first place?
Do not even think about z21....thats about as oorp as it can get.
On the other hand,if by some strange turn of events that you actually encounter the Order,say through the Omegas , then Omicrons,then some interesting things might be possible.

In the sense that, you become friends with a Rogue, you start helping the Rogue, you Become a Rogue. You aren't recruited into 'The Rogues' as a group. That's like saying you were recruited into 'The Smugglers' or 'The Traders'.
There's a pecking order, for sure. But it's less of a 'Do what I say, I'm the boss!' and more of a 'Do what I say, or I'll tear of your limbs and feed you to the dogs.'
At least that's how I've always seen them.

Working on the assumption I've got it about right, I can see the LR- being able to set this up, given they do have an established and followed hierarchy, but they couldn't expect the Rogues to follow it en masse.
And gafwmn, it would be more ooRP for them to say that the Rogues met the Order whilst on a stroll through the streets of Marne, with Sylpheed's good mate Francois the Valor captain, sipping Liquid Cardimine from a cup made of Nomad Matter.

It's missing something.
Rogues will always struggle to replace Junkers. Especially in Liberty. They are Liberty Rogues for a reason.
A Junker can get on to a landing pad on Manhatten with no complications. Can a Rogue?
A Junker can sail within a few feet right past Missouri. Can a Rogue?
By their very nature, they are limited to more or less what they are. Criminals.
It's that ability to pass un-noticed into the heart of home systems that makes the difference between a Rogue and a Junker.
As for Order tech, they have little that they would trade for mere trinkets. There are clouds full of the things floating around. Nomad blasters, for example are a different case in point.
The Order wage a war on a daily basis with the BHG to keep that very tech you want, keep the liberty military busy and away from their secret JH to Minor from Alaska and fight the nomad threat.
They will know who the Rogues are and what they are about. I don't know but I suspect they would consider them a worse threat for alien tech than the BHG.
Having said that, you can make RP say anything.
