Making new factions

Simple question, for example if I wanted to make another shipping faction or something, where do I go to edit/what do I need to do to get it all to work? (tried a number of times and failed so..)

Here is a quick way I thought of a while back:

1] find empathy.ini that has all the reps of factions (cheers Cossack)

2] Find a faction that best suits the one you want to create (maybe Bowex for your shipper). Copy the entry and past it below.

3] Go into fled id's and make new ids for the faction (name, info ect)

worked for me but could someone say what that .ini is?
