As I said in another topic, there is a variety of RP possible with the Prison Liner... except for the issue that many factions and all generic IDs can't use it.
So here's my idea:
A ship similar in style to the Enterprise, Royal Liner, and Prison Liner (mostly the latter) that's built as a Liner available to everyone that can use transports. Stats included - heavier armor than other Transports, but not quite Liner grade, 3000 cargo. Give it a bit more agility than most Liners (still substandard for a transport), and very good side and vertical turret arcs (but limited front/rear).
Basically, tone down the advantages of the Liner to make it something that doesn't need to be restricted as much, and in a style that still allows for a variety of possible RP - Bounty Hunter vessel used to hunt and capture criminals, mobile research base, economical commuter bus, secure trade ship...
Call it a something generic, to not pigeonhole its RP. Maybe something like this:

Alternately just reclassify the Prison Liner as a Transport, but I doubt that'd go through. :laugh:
I would love to have any other transport that I can fly legally every where. aside from the border world ship.
Y'know 3800 cargo. decent guns...."dirty looking" since we indies dont have the money to have the ship spit-shined by corporations. Think Han Solo-esque but a little bigger.
I really loved the look of the pirate transport but its banned in liberty.
Why not use a ship like the Slave Liner ?
Slaver use it, Junkers use it.
Why stick unlawful on the ship?
The ship is old and rusty and no house corp use it.
Make it a civilian ship, lower the cargo, hull, turret slot.

1/2/3: It has a specific reputation that's hard to overcome. Which you've hinted at.
4: Its old and rusty design means there's quite a bit of RP it doesn't fit for. Really, it's basically there for smugglers, junkers, and slavers and that's about all it can support due to its design, infocard, and in-game history.

I actually like this idea... It could serve as the Borderworlds/Civilian-class Liner not usually available to normal people... Not that PVP-worthy, but still has the Prison liner look I know and love.
For now, all that I can rely on is the Prison Liner :/, which is still cool, but I'd like to see a generic variant.
The Firefly is excellent in all ways except for the fact that it can really only fire four turrets in a given direction.
But it you're anything like the crew of the Serenity, you won't always need guns to get out of a sticky situation.
...That is, unless the Reavers catch you. Then you had better use guns.
