I was recently on Freeport Six, and I had read a news article regarding a Kishiro scientific expo. I was elated to see this event occurring and I was even more elated to attend. I arrived in Kyushu though to meet a very startling person. One captain of the tradeship Wintersnow seemed very morbid, highly crazy, and even had a tint of psychopathic tendencies. The chatlog is enclosed.
The context is quite usual. I was moving to the Kyushu-New Tokyo Jump Gate from the Kyushu side when I met this man. I saw 1,500 scientists had procured transport aboard his vessel, a Crane class train. I asked him if he was a man of science himself and whether or not he'd like to talk science. Suddenly, the captain moored with Planet Kyushu and started uttering those morbid threats.
Now, as a Kusari citizen, I find this horribly terrifying. Not only does he threaten to kill the scientists multiple times, but he also openly states that he is a Synthetic Marijuana user. If I were a passenger looking for passage through space, I would not know about these tendencies in my captain. I would be horribly terrified to learn about these tendencies, and I'm even horribly terrified to learn that this man is somehow in space with us, law abiding Kusari citizens.
Then there's the part where I mention that I would attempt to report his senility to you honorable samurai. At this point he becomes very alarmed, as if he's run into trouble with the law before. Then come misguided threats and accusations about me being a pirate. And then incoherent ramblings about some sort of "Xbox"? If I hadn't run into the most charming Freelancer a lady could meet, I would have been off to Honshu without delay, as my rented room on Osaka Station was only guaranteed for so long, however, the Freelancer had detained me. Eventually, though, the insults got to me, and I could be compared to the refuse of food upon unwashed dishes any longer. I left to Honshu, and I really do pray for the condition of these scientists...
What I would request is the revocation of his pilot's license in Kusari, for the safety of all citizens in Kusari. I do, however, leave the judgement in your capable hands as I know you are more than capable of determining his mental health.

However I hope you will realize that we cannot take immediate action to revoke a persons' freedom to sail through Kusari space basing only on circumstancial evidence,
a radio conversation. His voyages will be watched upon more closely and his ship inspectioned at the first occurance to check that everything is in order.
We will then proceed within legal terms if that will be necessary.
