Hi,
I know that only in the description of 'Guard' ID it is stated that they can fly cruisers. But what about battleship licenses? There it says '..and others'. The reason I am asking is that all 'Guards' are way hostile and I don't know how to bribe them or get missions from them.
Any ideas or locations where to bribe 'Guards'? Do player factions allow for piloting of cruisers?

In order to get a good guard rep, you must do missions for the faction they are affiliated with. For example, to rep for Navy Guard, you must do missions for the Navy. I'm quite sure guard factions themselves don't offer bribes or missions.
You have to have the Guard ID of the faction that has the cruiser - so no getting Zoner Guard ID and then using that to buy an LN dreadnought, for example.
And pretty much the only way to get Guard ID is to get bribes, grind missions, and do assorted things like droprep, rebribe, and such. (There are tricks to speeding things up a bit, which you'll find throughout the forums.)
The Battleship license is required only for battleships, so you don't need one for a heavy cruiser. It's also sold WITH each battleship, so if you decide that you don't like one particular battleship and you want to buy a different one, you can trade the new one out for the old one. (The Battleship license also acts as the scanner, and if you want to have one, you're more than welcome to put one on a starflea.)
One other note - there is no restriction on the number of battleships that you can own now. (People ask that one frequently. There USED to be, but not anymore.)

Not quite true. There still is a restriction, however it's no so much 'how many the rules allow you to have', and more 'how many your bank account can afford'.

/droprep is a command which takes whatever your current affiliation is and sets it to something below friendly - I forgot the exact value.
None of the house militaries can be bribed.

your bank account can have ~2000k credits inclusive equipt and so on PER CHAR! not per account
so you can have a id with 5 BS on it...
the Value of your ship/equiptment and so on is: buyprice / 3
so in example you buy a BS for lets say 900m creds you have a value of 300m on your char... so you can have max ~1,7bn cash on it
As was said, no bribes or missions exist. Takes about 30 missions for the non-guard faction to reach full Guard rep.
The droprep command helps a lot to get the IFF afterwards, costs I belive 350'000 and get's the reputation with the faction you are currently affilated with to 0.59 (which is neutral).
I buy things I don't want to make an impression on people I don't like.

It's no good being able to buy as many as you want, if you can't afford even one.
So pretty much, you were saying that you have to have enough money to buy one.
