@Unknown Object: Correction, the CSV is sold on Planet Manhattan as well. Probably other places also that I am not aware of. My point though is that the CSV is not a Junkers only ship.

Great Idea, a Faction with opportunity and reason to run campaigns and missions with a variety of ships and weapons from right within the heart of Kusari.
Given the latitude this proposal offers, the leadership will need to be firm enough to ensure the Faction does'nt devolve into an aimless bunch of renegades "going around doing their own thing". But I'm sure you can manage that.

Yeah I know, I am working on getting a very firm organizational structure together.
Also, I am working on building a casino ship. We would have lotteries and any other gambling forms that we can make work. Anyone interested? We used to have a player that made this work on my old server and it went really smooth.
For the lottery people would have to buy a 1 mil credit ticket and you would win a percentage of the prize money. There would be no limit to the number of tickets one person could buy. On each ticket you will choose a string of numbers, the winning numbers would be taken from a completely neutral source. Like the closing value of certain stocks from a future date. Something that everyone could check and see that there is no corruption in the winning number choice. The prize money would be a percentage of the total money brought in. So, the more people that play - the more money you can win!
A portion of the money would of course go to charity (Donated to The Angels for example). So it's for a good cause, you can't loose!
Oh, but of course! We have to pay for the costs of the Luxury Liner/Casino, plus we have to pay all the crew of the ship, security, etc. It is not an easy business...
I love the Casino ship idea. It's an idea that I had kicked around for a little bit. Although my idea had involved a "sports book" type casino. Basically take bets on fights and wars and what not. I could not think of a way to make it work without making it a PvP whoring situation though.

That's why I am trying to keep it simple for the moment at least. Just going to start with a lottery. I'm having a hard time figuring out other ways to gamble in FL... I know the lottery can work only because I've seen it done.
Let's take a look at other factions and whether or not the Hogosha would own their ships.
GC & Blood Dragon: Not a chance, since they're enemies, unless somebody comes up with a really good RP story.
GMG: Unlikely, since GMG once acted as a middleman in the artifact trade between the Corsairs and Hogosha and now GMG hates both factions.
Kishiro: Preferably not, as Kishiro should be considered unfriendly (look at the job board at the Kishiro headquarters base in New Tokyo and you'll see lots of missions against the Hogosha). However, the mining ship could fit in well with the Hogosha RP (since they are junk collectors like the Junkers), but it is only sold (as far as I know) at the Kishiro shipyard in Honshu.
KNF: I doubt that Hogosha would be interested in any fighters, whether from KNF or elsewhere. Would the KNF sell capital ships to the Hogosha? I doubt that very much.
KSP: Hogosha do have landing rights on KSP planets, such as Planet New Tokyo. I could imagine Hogosha flying X-Shuttles which are almost fighters with six guns (not to mention three turrets). I don't think Hogosha would bother with the Drone, since it is weaker than the CSV. If the Hogosha do buy container transports (maybe their ID will allow it in 4.84), that could be a major source of income for them.
Samura: OK, but Samura would probably prefer that the Hogosha not be seen flying Samura ships, as they want Hogosha to do Samura's dirty work, but leave Samura with plausible deniability that the Hogosha are Samura's henchmen.
Farmers Alliance: Yes, since they're allies, but I think that FA only flies Border Worlds fighters.
Corsairs: I doubt that the Hogosha would need any Corsair fighters. I could see the Hogosha owning one or more Huntress cruisers, since the Corsairs are willing to sell those to wealthy freelancers, as mentioned on the Huntress infocard. Also possible would be the Corsair Bactrian freighter sold in Omega-41.
As for the Junkers ships, they deserve individual discussion:
CSV: Obviously acceptable for the Hogosha, since their NPCs only fly the CSV. As far as I know the only acceptable place for the Hogosha to buy a CSV is Planet Manhattan, since all other sources belong to the Junkers (Rochester Base and the Junkers base in New London) and the Junkers Guard (bases in Puerto Rico). I don't know the location of the Hogosha Guard system. Which ships are sold there?
CSV II/Collector: I'm not sure if the Hogosha can buy this one, as the only two sources I know are the Junkers base in New London and at least one Junkers Guard base in Puerto Rico.
Turanic Raiders Freighter: As I recall, the infocard says that the Junkers converted it from an alien ship. It is sold at the Battleship Schwerin in Omega-15 (I don't know why the Rheinland Military is selling a Junkers freighter) and Yaren Base in Omicron Delta (I don't know how the Corsairs got hold of the design). Obviously, the Hogosha can get it from the Corsairs, but I can't understand why the Junkers have to buy their own ship from the Rheinland Military.:wacko:

Edited to add the section on Farmers Alliance and to point out that the factions at the top are listed roughly in order from most hostile enemies of the Hogosha to the greatest friends of the Hogosha.
I was really trying to figure out if I was going to allow the Raiders Freighter... It is on a Corsairs base, so I think it will be allowed then.
And you are perfectly right about Kusari ships, we have to be a little more choosy about which ones are usable. I was not including the Blood Dragons or GC when I said Kusari though.
I will be using much of the info you provided as a guideline.
We are going to use fighters though as we are going to need to protect our casinos, smugglers, traders, and will need muscle to enforce our policies at times.
I cannot speak for the other junkers, but If a Black dragon tagged starflyer is seen flying into Rochester (It will be selling a collector in 4.84) I won't be screaming OORP! As far as I am concerned the Hogosha can make the same modifications to a CSV that a Junker can, so the ship is all yours.
EDIT: Just dawned on me that NY is a non-RP system anyway.
