The Spanish Inqusition - Intellegence faction for Corsair Empire. They'll be tasked with Corsair culture control, counter-intellegence, intellegence gathering, termination of elite targets, traitors or hidden enemies of Empire.
They'll be also developing technology and trying to improve current Salamancas and Tizona Del Cid's (creating capital ships version).
