Now in regard to the four names you submitted to me. Your report for Smeagle was perfect and I have submitted the paperwork to have him banned. I'd like you to look specifically at this image. As you can see in this image, his shield generator has been completely powered down which is proof enough to me that he had begun the docking sequence. This evidence is missing on the other three ships. I see them close to Rochester and they are definitely up to no good and they brought trouble to the base so I will probably ban them just for that. However, in the future I would like to see the proof that they actually docked. My men are turning away a great number of ships these days. Unless you can show me that they actually got past my people, there is not much for me to do.

Of course, I see your point. However, what you ask cannot be provided in some, if not most, of the cases of criminals using your bases as safe grounds. This is because of the quick-docking facilities supported by, as far as I'm aware, every installation in Sirius. As I'm sure you're well-aware, quick-dock facilities don't require the shield generator to be offline. More importantly, the time from starting the docking sequence to actually docking is not more than half a second. If these facilities were to be deactivated, then I believe you would be correct in what you ask. Sadly, that's not the case.
The closest we can get to this is a 'before and after' shot, which is quite hard while in combat.
I am confident that you will make allowances for these circumstances, which are beyond the control of both of us.
