My old computer got busted so I installed Freelancer to my buds PC untill i get a new one.
I have installed everything and the game is running good eaven online.
But when i try to open Account Manager this weird error pops up and it wont let me open FAM.
I have tried to reinstall the FAM but this just keeps coming.

Google 'ComDlg32.OCX download' and place a copy of the file either in your FAM directory or C:\Windows. (C:\Windows\System32 also works.) Make sure it's running as an admin.
I've had this same problem for months now. The answer has always been the same no matter which source I've gone to. Download the file and paste in System32 folder. Never worked. For the heck of it after reading this I just pasted the file into Windows folder and FAM folder. Still doesn't work. I lost count on how many sources I've downloaded the file from and how many times of redownloaded FAM (running as an admin and all that) and it simply doesn't work. I remember this issue long ago when I first downloaded FAM but I can't remember how I got by it if my life depended on it. Now I manually edit my registry each time I need to switch accounts (since I kept hold of my numbers).

Have you tried running 'regsvr32 ComDlg32.OCX' from command prompt?
Yeah, I long got in the habit of running everything as admin. As far as I can tell the file is fine, in the right place, and registered. I'm computer savvy and pretty good at getting around such problems but I ended up giving up after troubleshooting this for 3 days (this was over a couple months ago) and decided to make the registry entries in the end.
