In light of the recent, and incalculably beneficial husbandry project, which saw the live stock and bio diversity of JiangXi restored, I am pleased to announce another joint venture that we are opening up to you.
Premier Katz, and the Coalition Government continue to share a common concern for the welfare of the working people of Leeds and Harris. We have already housed and settled some 50,000 refugees delivered by the Zoners to settlement camps at Zhukovsky station.
We are awaiting a second shipment of 20,000 displaced peoples that are currently make the journey on an independant trading barge... but with construction expanding daily, the New Hong Kong settlement on JiangXi can house significantly more people.
This is why the Ministry of Public Relations, and the Ministry of Immigration wish to extend an offer that we will pay all shipping costs of what we are dubbing 'the Leeds Airlift' and absorbe all settlement costs. We are also offering any refugees that agree to the emigration program safe homes, schools and lives under which to lead their lives in peace far away from the war that has torn their homeland apart.
To this end we are authourizing 200 Million Credits, in addition to the standard reimbursement that Zhukovsky pays out to refugee transports.
We are currently standing by to process a further 50,000 refugees, and if this project is a success, we would be more than willing to extend it further.

And, as an entirely personal gesture I opted to secure what personal affects the refugees were made to leave behind on Leeds, in addition to securing essential living supplies and consumables.
That concludes our contract. If you've found this arrangement to be satisfactory I would be interested in further discussing terms for future deals, or in investigating the possibility of opening doors with your associates in the Omegas.

The service staff at Zhukovsky report that the new wave of immigrants has arrived safely. They are being checked over by the staff of Med-Force-One, and all reports seem clear for them to take up their new residences in New Hong Kong city shortly.
It is amazing when such a stellar plan is executed so superbly by true paragons of the Coalition's New Economic Policy.
Profit, without exploitation!
It is my honour to extend the thanks of the Coalition's People's Duma, and the personal gratitude of the Premier himself on such an amazing job.
We are so pleased at the rapid response to this project, and having room for an additional 100 thousand colonists, we are hoping to renew the contract with you.
So we will request a further airlift of 50,000 refugees with the same bonus, and if completed, we will renew a third and final time on the same terms.
The additional gift of supplies for the new colony is also appreciated, it goes a long way to easing the transition of the war weary to the joys of a bountiful, peaceful life on JiangXi.
