You ever try to survive in a Bactrian (a freighter) against a Liberty Dreadnought accompanied by 2 Liberty Cruisers and 2 VHFs at the Texas/Bering gate? And you complain about a single gunboat with 2 heavy fighters.
When the lawful dreadnought (and other caps) patrols are reduced then we can talk about the unlawful gunboat patrols.
Seriously, try going to Orkney and you'll know what pain is about. The Outcast Sabres that hang around the JH on the Orkney side are no fun at all and they have serious loadouts too.

You were, apparantly, in an unescorted trade ship. You encountered a pirate patrol that were after your cargo. You chose not to engage cruise and get the hell out of there (those things don't have TCDs so you can easily outrun them).
If you died, you have only yourself to blame. Get an escort or run like hell. And for the record: A properly armed transport ship can pummel one of those NPC gunboats easily. Heck, my Hege with just 8 type 3 turrets can pound one of those to scrap in a few minutes... Not saying a train could do the same, but a PTrans or such, sure. (Because NPCs are inherently weaker, and more stupid, then player GBs).
[Edit] Oh. And Shikoku isn't "the middle of house space". The area you describe, Kepler jumpgate, is the very edge of Kusari house space. Finding a pirate presence near the gate isn't that far fetched, especially since there's a jumphole in the nebula it's in. If you want a safer route, go through Galileo.

We have a base in the very next system, Gallieo, which links to our home system, Cassini. That's only two jumps away. It takes longer to fly from NY to Texas than it does to get from Cassini to Shikoku.
Rogue NPCs have been present in Shikoku since Vanilla Freelancer. So Rogues, npc and player alike have all the rights they need to pirate within the southern nebula of Shikoku.

Let me see ... Bactrian vs Dreadnought ... or Advanced Train vs Gunboat. I'm guessing the Advanced Train has a better chance at survival considering he's got more armor and shielding (than the Bactrian) and the Gunboat has significantly less firepower (than the Dreadnought). And the Gunboat patrols have 3 ships while the Dreadnought patrols have 5.
Not to mention that the Dreadnought patrols usually show up while you're stuck in the queue to get into Bering or Hudson. Many times these Dreadnought patrols show up within 1k of you as you exit the trade lane and you get insta-killed before you have a chance to thrust or engage cruise.
All I'm sayin is that if you're gonna get rid of Rogue Gunboat patrols in southern Shikoku then we'd better see the Liberty Dreadnought patrols depart from southern Texas.
Oh might wanna get rid of the one dozen Liberty SVHF' patrols inside Bering too. All those class 9 guns firing at once is death as well. I've been "dock killed" a couple times by NPCs on both sides of the jump gate. Can't really get away when these patrols are right there in your face.

That's like saying the Colorado system is out of reach of Rogues. Cassini is our Rogue Guard System which is linked to Galileo. If you ask me we should have Rogue Destroyer patrols ALL over Galileo as well as the gates to Shikoku and Colorado AND both sides of the jumphole to Kepler. And we should have Greyhounds in mass numbers patrolling on the Shikoku side and the Colorado side along with those Gunboat patrols. After all our Rogue Guard System needs far more protection from Liberty and Kusari navy's (which you see flying about Galileo).
EDIT: Should also see Rogue Destroyer and Gunboat patrols all throughout the Yukon system.
