Konnichiwa. A little over a week ago you approached us concerning the Liberty Rogues attacking your ships in Kusari, and the Elders and I promised to look into it. Wanted to let you know that our discussion with the Rogues is over. Why am I not using the original channel you contacted us on to tell you this? Well, it seems that, as usual, my opinions aren't in-line with the Elder's. Not that that has steered me wrong as often as agreeing with them has.
The Elders are willing to give the Rogues a long leash.. Pretty much, shoot you in Kusari as much as they want so long as they send us the goods that you would've sent us.
The Elders' brains are more corroded with age than I thought.
As far as I'm concerned, the Rogues have no right to pirate in Kusari regardless of their target.. That their target happens to supply us with goods makes it even more unacceptable. The Rogues will send a few supplies here and there to keep the Elders happy, meanwhile pirating in Kusari to their heart's content. Then, once they are done fighting you.. They'll stop sending those goods. But by then, our relations with our original suppliers, you, will have eroded. Can't exactly trust someone who is willing to offer you up on a platter to a bunch of pirates who've done nothing to help us. So we'll end up in a bad situation.. No suppliers.
So, my people won't let the Rogues pirate in Kusari... Regardless what the Elders want. We find them doing so, we shoot them.
All I ask is that you continue doing what you have been, supplying us with goods we can't get from the Outcasts. But you can ignore Ainu, let the Elders starve for all I care. We do want them at Matsuda here in Okinawa though. I'm sure you can oblige.

While this turn of events is regrettable it's not an overwhelming concern. While we prefer the comm over the gun the IND is prepared to take care of its own problems. Furthermore we're not totally unfamiliar with the concepts of running the deals that benefit ones self.
Perhaps this could have been avoided if we had sought out stronger bonds but, ah well.
While your gesture of good will is appreciated Miss. Keisotsu I believe that, for the time being, we'll follow our policy of abstaining from meddling in other people's pots and simply ensure that we pack guns enough to keep our skies clear of unwelcomes.
