NPCs that trigger Zoners hostiles?

I was just moving through Bering with my RM char, and as I flew past FP2, I had the pleasant surprise of being shot at. I checked my rep, and I am neutral to them, and I'm unaware of any FR5s on us or repninjas. I didn't check what NPCs were around, but does anyone have a clue of what triggered this?

Happens to me sometimes as well.. and I am white with the zoners.

My guess is orbital spa and cruise/universal/DES/any number of libertonian corps.....

It just happens sometimes.

Must be a bug. Zoner NPCs should be neutral to everything so empathy shouldn't be a factor...I think.
