Ok this Idea dawned on me in the shower this mourning. If you ask yourself why the shower, the answer is Discovery is my social life,. Anyway...... here goes.
We can can restrict powerful weapons to larger ships by assigning them a number class. Is it possible to do the same with ID's?
ID's that only apply to fighters and freighters are class as a level 1 ID.
Allowing Transports the ID is a Level 2
Allowing Gunboats the ID is a Level 3
Allowing Cruisers the ID is a Level 4
Allowing Battleships the ID is a Level 5.
All ships will have a Class 5 ID mount, Since any ID that can go on a BS can go on a fighter.
However large ships like a Battleship are coded to only accept a Level 5 ID (Similar to how they are coded to only accept level 10 turrets) thus restricting any ID classed for Cruisers and down. A player simply cannot mount it.
Example: a Xeno ID would be a class 1 ID, that means transports and higher will not be coded to accept it, only fighters and Freighters.
This idea could all be hogwash thinking but, any that removes two of the four common ID mishaps has to be worth the effort.
The only two remaining would be Civie ID on someone over 40 and the most common and most difficult to fix problem of, BAD RP ID'S. (Like an OC Dreadnought with a Corsair ID).
I'm rather confused about the first part, but it's kinda late. The second part, about making a message when you try to launch, is fantastic! I've done that more times than I care to admit.

I made some edits regarding my grammar and other typo's, that might help in the mourning. :D
I think he means as to let us have some kind of licenses in the IDs, somewhat as in RL.
There are licenses out there that let you drive a car, others a truck.
Been here since Discovery 4.77 (lurk mode engaged)

He flies through half the system before going back to New Berlin, where he cruises from one side of the system to the other, hugging the sun as close as he can. All the while, he flies near Battleships trying to scrape me off. I finally send out the white flag, and move back to Sigma 13. However, it was a ruse, and he bit. Knowing his trade route, I interdicted the trade lane and the chase began anew. It ended, an hour after it began, with me retreating, out of Countermeasures and getting very irritated.
He kept boasting how he has never been caught; I'd like to see him beat until he begs to pay, then beaten some more.

And that is the bit I am fuzy on. I have no idea what is entailed in the programing of a new hard point. Some one, somewhere would have had to figure it out. There allot of mod's that have multiple new pieces of equipment that were not present in the original Freelancer.
My guess is that it is possible, its just that there will be allot of coding required. It means that a Server Wipe will also be necessary to implement it. (The complete change in the ID's very nature would destabilize every character leading many a likely crash) As such, If igiss even considered implementing it, it would not be until 4.85. I only posted this now because I didn't want to forget.
