1.1 PvP in New York is prohibited. In this system, players are not obliged to roleplay.
1.2 If a player is attacked*, he has a right to defend himself regardless of who is attacking. There are no restrictions for self-defense.
1.3 Attacking characters of level 29 and below is prohibited. Characters under level 30 can be attacked only (1) if grouped with another character of level 30 or higher, (2) if spotted on site of a clan battle, and (3) if the attacker is himself level 29 and below.
1.4 Characters escorted by another character of level 30 or higher can be attacked regardless of their level.
1.5 During a PvP combat player who was killed 3 times should leave the fight, unless sides specify another limit of deaths before the combat begins. Sides should specify goals of the fight and exact time when it begins (and ends).
1.6 Self-killing with a Nova-type weapon or any other weapon is counted as a normal PvP death.
1.7 Intentional ramming of capital ships (gunboat-class or larger) by fighters and other capital ships is not allowed both in PvP and in any other situations.
1.8 Using cruise and quick engine kill to boost speed in PvP fights is not allowed.
1.9 Dock-killing is not allowed.
1.10 Transport rules of engagement
Transports for purposes of 1.10 are all trading ships above level 30. They include freighters, transports, trains, miners and ships alike. Liners are not transports.
Following ship types cannot attack transports under any circumstances: liners, destroyers, cruisers, frigates, battleships, dreadnoughts. There are two exceptions: war between player factions and self-defense.
Lawful players are not allowed to attack non-hostile transports, unless transport is carrying smuggled goods. Pirates may attack traders freely, but are not allowed to kill transports before demanding money for passage. Terrorists are allowed to attack transports freely, considering the ship type restrictions.
*For purposes of these Rules occasional shooting or shooting "for fun" does not count as an attack if it does not result in draining shields to 50% or lower or hull damage. Self-defense does not count as attack.
2. Faction Rules
2.1 No characters are allowed to join more than 1 faction. Characters from one account can join different factions freely, unless faction policy specifies another rules for this.
2.2 All rules and regulations concerning faction creation procedure and home system claiming are listed in this thread: Faction Creation Rules.
2.3 Factions are free to restrict or not restrict access to their home systems and tax players who enter home system. Access to systems that surround home system must not be restricted unless there's a war with another faction.
2.4 Complete list of members for each faction must be posted on Discovery forums (Faction Status thread) for reference. Faction leaders and trusted faction members should update this information as soon as possible in case of changes.
2.5 If a faction has only one or two active members, its status is changed to suspended. Suspended faction has 2 weeks to regain lost numbers, otherwise its existence comes to an end.
2.7 Administrators reserve a right to limit recruiting for certain factions for a certain period of time to keep server factions balanced.
2.8 Remember that Discovery is a roleplaying server. Factions and faction members are obliged to act in the way their reputation and status require.
3.1 Every player must have an ID equipped on his or her ship. Players under level 40 might use Freelancer IDs (basic IDs sold on every station), players that reached level 40 must choose an NPC faction to ally with or buy a Neutral ID.
3.2 Carrying any unmounted IDs in your ship is prohibited. Transferring or trading IDs is also prohibited. This rule applies to faction leaders and server administrators.
3.3 To join a server faction that owns systems, you must get ID of this faction. This also means that players without a non-Freelancer ID cannot become full members of any system-owning faction.
3.4 Buying faction ID does not automatically means that player becomes part of appropriate server faction.
3.5 Criminal ID is given to players who violate server rules in exchange for their ordinary ID. Criminal ID disables tractor beam, but it is prohibited to unequip it or replace it with any other ID without server administrator sanction.
4. Cheating & Hacking
4.1 Following actions are considered cheating on server:
- Using non-Discovery mods, Speed Mod especially (you'll be banned forever if spotted);
- Changing account information and using any kinds of software that changes normal gameplay;
- Using any equipment not included for sale/looting in Discovery mod, cloaks for example;
- Using F1 in any PvP combat;
- Using equipment that exceeds ship specs;
- Cloning, e.g. creating new characters to collect starting money.
4.2 Server administrators impose sanctions on cheaters depending on consequences.
Punishment for using speed mod (first time) will be no less than ban for 15 days. Punishment for using F1 (first time) will be no less than 80% credit fine or ban for 3 days. Players who have been spotted cheating for 3 and more times will be banned forever.
4.3 Attempts to hack server, both successful and insuccessful, will result in banning server account forever, as well as blocking access to server and to forums.
Hacking is: gaining unauthorised access to PC where server is running, modifying server resources, violating normal operations of server software and hardware in any other way.
Threats of hacking will be punished with 1 month ban from server and forums.
5. Admininstrators' rights and duties
5.1 Server administrators have a right to impose sanctions on players for violating of server rules and for any actions that harm server gameplay.
Proof of server rules violation include screenshots, evidence of players and administrators themselves. False evidence is prohibited and will be punished with at least 1 month ban.
5.2 Possible sanctions are:
- Warning on forums and in-game;
- Removal of certain equipment from player ship;
- Removal of credits from character;
- Deleting character;
- Banning account;
- Combination of two or more mentioned above.
5.3 Administrators have a right (in addition to stated in 4.1):
- To close server for maintainance without prior warning;
- To interfere in server events and wars in cases of server rules violation;
- To approve or disapprove system claims of factions;
- To make final decisions about terms of wars (taking into account opinions of all sides of conflict);
- To give out certain administrator privileges to other people.
5.4 Administrators are obliged:
- To ensure work of Discovery Freelancer server;
- To be fair and treat all players equally, independent of their level and faction alignment;
- Not to mix server roleplaying with server administration in any way;
- Not to ignore any cases of server rules violation that are reported;
- To make decisions about system claims and wars in reasonable time.
6. Rules of conduct
Do not use bad language in chat, both public and private. Abusive, hateful, racist, threatening content in chat is not allowed.
Do not apply to admin's name if you are not exactly sure.
